The objective of the Plan is to enhance the provision of information on the Electronic Information Portal of state agencies in the province, ensuring the right to access information for people and businesses; increase transparency and accountability of state agencies; improve communication efficiency in direction and administration activities and in conveying messages on laws, mechanisms and policies of the province. At the same time, enhance two-way interaction between state agencies and people and businesses; improve the operational efficiency of the Editorial Board of the Electronic Information Portal of state agencies; publicize and transparently provide information on the activities of state agencies to contribute to improving the investment and business environment, and improve the ranking position of Bac Ninh province in provincial assessment indexes such as PCI, PAPI, PAR Index, DTI... in the coming time.
Monthly, provide information to the press about the activities, direction and administration of the Provincial People's Committee on the Provincial Electronic Information Portal. |
The plan sets out 13 key tasks and solutions for establishing and perfecting the Provincial Electronic Information Portal Editorial Board and the Electronic Information Portal Editorial Board of the provincial departments, branches, communes and wards; the Provincial Information Center - Provincial People's Committee Office provides periodic information to the press about the activities, direction and administration of the Provincial People's Committee on the Provincial Electronic Information Portal; agencies and units with an Electronic Information Portal must set up at least 1 Facebook account or 1 Zalo account (it is encouraged to use other social networks such as: Youtube, Tiktok, Instagram...) to provide information simultaneously on the Website and social networks.
Regarding the task of providing information on the Electronic Information Portals, the Provincial Electronic Information Portal plays the role of a center for integrating, connecting and sharing official information of the province; promptly informing the direction and administration of the provincial leaders; effectively implementing the function that allows individuals and organizations to evaluate online the level of satisfaction with the information provided. At the same time, promote multimedia communication to increase the attractiveness and accessibility for users; actively communicate policies in the process of drafting legal documents; organize online legal knowledge competitions on the Provincial Electronic Information Portal; strengthen propaganda on digital transformation, investment promotion, tourism promotion, administrative reform, etc., contributing to promoting socio -economic development and improving the quality of service for people and businesses.
For the Electronic Information Portals of departments, branches and sectors, focus on providing information in accordance with the correct sections and categories appropriate to the functions and tasks of each unit; disseminate and guide legal documents and policies in the specialized management fields. The Electronic Information Portals of the People's Committees of communes and wards need to gradually deploy the provision of information according to regulations; in the immediate future, prioritize updating new policies and guidelines, socio-economic situation, outstanding events, information on natural disaster prevention and control, epidemics, regimes and policies... to meet the information access needs of people at the grassroots level.
The Department of Science and Technology presides over and develops technical solutions to improve the efficiency of receiving and responding to feedback and recommendations on the Electronic Information Portal. Provincial departments, branches, and sectors, and People's Committees of communes and wards enhance their responsibility for receiving, processing, and responding to feedback and recommendations from organizations and individuals on the Electronic Information Portal. Develop a feature for information on direction and administration of provincial leaders posted on the Provincial Electronic Information Portal to be automatically and synchronously posted on all Electronic Information Portals of agencies in the province.
The Provincial Information Center enhances information exchange between the Provincial Electronic Information Portal and the Electronic Information Portals of departments, branches, sectors, and People's Committees at the commune level to post on the Electronic Information Portal through appropriate communication methods (zalo, email, sms, etc.) to promote the effectiveness of communication work and widely disseminate to people and businesses. Focus on completing 4 specialized pages in English, Japanese, Chinese, Korean, etc. on the Provincial Electronic Information Portal to post information items according to the provisions of Decree No. 42/2022/ND-CP dated June 24, 2022 of the Government. Every year, organize training and coaching on website management skills, editing, processing, updating information, and information security skills; organize assessment and scoring of the level of information update on the Electronic Information Portals of departments, branches, sectors, People's Committees of communes and wards, etc.
The People's Committee of the commune and ward directs relevant agencies and units under the organization to upload information and announcements from the commune and ward radio stations to the commune and ward electronic information portal and vice versa to create favorable conditions for people and businesses to fully and promptly access information in the locality. Establish a radio news column on the unit's electronic information portal.
The Office of the Provincial People's Committee organizes a conference to summarize the work of providing information on the Electronic Information Portal of agencies and units every year to evaluate the situation of providing information on the Electronic Information Portal of agencies and units; create a forum for members of the Editorial Board of the Electronic Information Portal, information providers on the Electronic Information Portal of agencies and units to exchange, connect, and exchange good experiences and creative ways in information provision activities. Propose competent authorities to submit to the Chairman of the Provincial People's Committee to award Certificates of Merit to promptly commend and honor organizations and individuals with outstanding achievements in providing information on the Electronic Information Portal.
