Many solutions to promote business development

In recent years, the business community in Quang Ninh has grown steadily in both quantity and quality, making an important contribution to GRDP growth and the province's sustainable development. Since the beginning of the year, the province has had 1,568 newly established enterprises (up 23.5% over the same period in 2024) with a registered capital of VND 12,640 billion; 581 enterprises have re-registered, up 7% over the same period. Up to now, the province has had nearly 12,000 enterprises, nearly 10 times higher than in 2004, creating jobs for more than 250,000 workers. Of which, the private economic sector accounts for 97.95% of the total number of enterprises, many of which have affirmed their brands at the national level, even reaching out to the international market. Notably, Quang Ninh currently has 3 private enterprises in the Top 500 largest enterprises in Vietnam, demonstrating the dynamic, creative development and increasing competitiveness of this region.

To realize the target of GRDP growth in 2025 of 14% or more, about 2% higher than the level assigned by the Prime Minister, Quang Ninh has synchronously deployed many practical solutions to unlock resources, accompany and support the business community. First of all, the province pays special attention to administrative reform, enhancing competitiveness, and improving the investment and business environment. Administrative procedures related to investment, licensing, land, tax, customs, etc. are all reviewed, reduced and simplified to the maximum, creating the most favorable conditions for businesses. Along with that, the province promotes decentralization and delegation of power along with appropriate resource allocation, closely linked with inspection and supervision to ensure efficiency, transparency and responsibility.

The Provincial Public Administration Service Center effectively operates the Operating Index and the system for assessing the quality of service to people and businesses in real time, thereby monitoring the work processing capacity of each unit and staff, and promptly receiving and handling feedback and recommendations from businesses. Along with procedural reform, Quang Ninh also focuses on promoting the application of information technology, deploying digital platforms in management and operation, connecting and sharing data between agencies, effectively exploiting national databases, especially in implementing Project 06 of the Government on developing population data, identification and electronic authentication. These are important steps to build a public and transparent administration, better serving the development needs of businesses.

In addition to institutional reform, the province has implemented many direct support programs for small and medium-sized enterprises, innovative start-ups, enterprises applying science and technology and digital transformation, to help them take advantage of opportunities from the Fourth Industrial Revolution. Financial support packages, human resource training, legal advice, trade promotion, and market connection are also focused on, creating conditions for enterprises to improve their competitiveness and develop sustainably.

One of the highlights of Quang Ninh is the mechanism of direct and regular dialogue between the government and the business community. The Provincial People's Committee periodically organizes meetings and thematic meetings with each group of businesses and cooperatives; classifies and synthesizes recommendations by field to assign specific tasks to relevant departments, branches and localities to coordinate and resolve. For example, with the Vietnam National Coal - Mineral Industries Group (TKV) and Army Corps 19 - Ministry of National Defense, the province has directly resolved nearly 100 recommendations related to land management, environment, licensing of exploration, coal mining, transportation and construction of infrastructure for workers. In particular, the Provincial People's Committee maintains a weekly meeting regime to review the progress of work handling, in accordance with the spirit of "clear work, clear responsibility, clear progress, clear people".

In addition, Quang Ninh also carries out many activities to accompany businesses in legal and information aspects. Legal support plans, "Business Coffee" programs, conferences and seminars are held regularly, helping businesses promptly grasp the policies, as well as the socio-economic development orientation of the province and the whole country. Thanks to that, businesses not only overcome difficulties in production and business activities, but also have more opportunities to cooperate, link and expand the market.

These synchronous and drastic solutions have helped Quang Ninh maintain its leading position in the country for many consecutive years in the rankings of provincial competitiveness index (PCI), administrative reform (PAR Index), satisfaction level of people and businesses (SIPAS)... This is the clearest evidence of the trust and increasingly deep attachment of the business community and investors to the investment and business environment in Quang Ninh. With high political determination, effective companionship and the spirit of "constructive government - accompanying businesses - responsive people", Quang Ninh is continuing to arouse and maximize internal strength, promote start-ups, innovation, create a solid foundation for the business community to develop strongly, making an increasingly greater contribution to the cause of sustainable socio-economic development of the province and the whole country.
