The goals set out in the Resolution of the Dak Lak Provincial Party Congress for the 2020-2025 term have basically been achieved and exceeded. In particular, many important achievements have been made in the cultural and social fields; social security has been ensured, and the material and spiritual life of the people has been improved in all aspects.

The 1st Congress of the Dak Lak Provincial Party Committee for the 2025-2030 term will take place in 3 days from September 29 to October 1. According to the draft Political Report submitted to the Congress, implementing the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term, the entire Party Committee, the entire army and the people of all ethnic groups in Dak Lak province have continued to promote the revolutionary tradition, solidarity, democracy, discipline, closely following and strictly complying with the leadership and direction of the Central Party Committee, the National Assembly , and the Government, striving to overcome difficulties, determined to strive to achieve many important achievements.

The targets set out in the congress resolutions of the two Party Committees of Dak Lak and Phu Yen provinces (before the merger) have been basically completed; a total of 16 main socio-economic target groups of Dak Lak (old) have achieved and exceeded 12 targets; a total of 13 main socio-economic target groups of Phu Yen province (old) have achieved and exceeded 10 targets.

In particular, the cultural and social fields have had positive changes; social security has been ensured, and the material and spiritual life of the people has been improved. National defense and security have been consolidated and enhanced. Foreign affairs have achieved positive results.

The Draft Political Report submitted to the 1st Dak Lak Provincial Party Congress, term 2025-2030, stated: After 5 years of implementing the Resolution of the Dak Lak Provincial Party Congress, term 2020-2025, the province's education and training continued to be innovated, improving the quality and effectiveness of training and teaching. The rate of schools meeting national standards by 2025 will reach about 61%. Education in remote, isolated areas and ethnic minority areas will be given priority investment. Complete universal preschool education for 5-year-old children; maintain and gradually improve the quality of universal primary and secondary education. The average provincial high school graduation rate in the 2020-2024 period is 97.46%. The number of students winning national and regional awards will increase significantly. Develop the largest system of universities, academy branches, and university branches in the region, meeting the training needs of the Central Highlands and Laos and Cambodia.

The work of preserving and promoting traditional cultural and historical values has been given attention and shaped in each step of development. The cultural and artistic movement has developed extensively. The work of preserving and promoting the value of cultural heritage has been increasingly focused on, in which the preservation and promotion of fine traditional cultural values of ethnic minorities in association with tourism development has been focused on. Many festivals and cultural and tourism events have been organized on a large scale, creating an impression in social life. State management of health care continues to be strengthened, the quality of health care, medical examination and treatment is improved at all levels. The grassroots health network continues to be invested in and consolidated, 79.86% of communes meet the national health criteria for the period up to 2030; effectively promoting the role in disease prevention and control; successfully applying new and advanced techniques, effectively treating a number of serious and dangerous diseases. Solutions to increase the rate of participation in health insurance are promoted, with positive changes, forming many large-scale private health facilities with modern equipment, contributing to reducing pressure on the public health system.

Many private hospitals have been established in the province, contributing to improving the quality of health care for local people.

The work of job creation and implementation of social policies has been focused on and achieved good results, contributing to job creation, poverty reduction, and ensuring social security. Vocational training and job training for workers have been expanded in terms of form, scale, and training quality, closely linked to market needs. Social security policies, social assistance, and poverty reduction; the work of eliminating temporary and dilapidated houses for poor households, near-poor households, policy households, people with meritorious services to the revolution, and victims of Agent Orange have been focused on and promoted. Up to now, the whole province has completed support for the construction, repair, and handover of 8,915 houses, reaching 100% of the plan. Timely and fully implementing the work of gratitude, caring for policy beneficiaries, people with meritorious services to the revolution, and social protection beneficiaries.

Ethnic affairs and ethnic policies are fully and promptly implemented. The preservation, maintenance and promotion of traditional cultural values of ethnic minorities are focused on implementation; policies, programs and projects, focusing on the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, are focused on implementation, ensuring focus and targeting the right subjects, thereby contributing to improving people's lives, the poverty rate in general and the poverty rate among ethnic minorities significantly decrease over the years. By the end of 2025, the poverty rate in the province will decrease to about 2.08%, the poverty rate in ethnic minority areas will decrease to about 10.06%.

Religious work and religious policies are carried out in accordance with the law, meeting the religious needs of the local people. Timely resolve the legitimate wishes, recommendations, and needs of religions. Focus on implementing well the regimes, policies, and socio-economic development programs, gradually improving the material and spiritual life of people in religious areas. Strengthen propaganda and mobilize dignitaries and followers to live the motto of "good life, good religion", actively respond and participate in patriotic emulation movements and campaigns, ensuring security, order, and social safety.

Up to now, Dak Lak province has completed the support for construction, repair and handover of 8,915 houses, reaching 100% of the plan.

In the fields of national defense, security and foreign affairs, the Party's guidelines and policies, the State's laws, strategies, projects and plans to ensure national defense and security in the new situation have been seriously and effectively implemented, especially the Project to continue to reorganize the local military organization to be "lean, compact and strong". The national defense foundation, the national defense posture associated with the people's security posture and the national border defense foundation have continued to be firmly consolidated, meeting the requirements of the task of protecting the Fatherland in the new situation. The security situation, order and social safety have been basically maintained, contributing to political stability and creating a favorable environment for socio-economic development.

Foreign affairs work has been proactively and effectively implemented; awareness of the role of foreign affairs at all levels, sectors and people continues to be enhanced. Cooperation with many new partners has been expanded, traditional friendships with localities of Laos, Cambodia, Korea, Japan, the Netherlands, Germany have been maintained... Economic diplomacy, investment promotion, cultural exchange, technology transfer have been promoted. Work with overseas Vietnamese has been given attention, creating conditions for Dak Lak people at home and abroad to contribute to building their homeland and country...

Continue to care for and improve all aspects of people's lives.

Building on the achievements in the 2020-2025 term, Dak Lak province has set targets for the 2025-2030 term with high will and determination to continuously improve the people's lives in all aspects. Specifically, the poverty rate in the whole province will decrease by an average of 2%/year or more; the poverty rate among ethnic minorities will decrease by an average of 3%/year or more. By 2030, there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025.

Children of all ethnic groups in the province are always cared for and given conditions for comprehensive development.

The rate of schools meeting national standards by 2030 will reach 70%. Labor and employment targets: The rate of trained workers by 2030 will reach over 75%; the rate of trained workers with certificates will reach about 30%. Each year, jobs will be created for over 56,000 workers, of which about 2,000-2,500 workers will be exported. The unemployment rate in urban areas will be reduced to 2% by 2030.

By 2030, the rate of malnourished children under 5 years old (weight for age) will be 12.15%. The number of hospital beds per 10,000 people (excluding commune health station beds) will reach 33 beds; the number of doctors per 10,000 people will reach 10.2 doctors. The health insurance coverage rate will reach 96.5%.

To achieve the above targets, the draft Political Report submitted to the 1st Congress of Dak Lak Provincial Party Committee, term 2025-2030, identified 4 development perspectives and general goals, and at the same time proposed 8 key tasks, 3 breakthroughs, 4 main groups of solutions to successfully complete, bringing Dak Lak to develop rapidly, sustainably, civilized, and with identity.
