The Ministry of Construction requires the entire construction industry to focus on overcoming the consequences of storm No. 10 and floods.

On the afternoon of September 29, in the face of storm No. 10 and subsequent floods causing serious damage in many localities, the Ministry of Construction issued urgent dispatch No. 68/CD-BXD, requesting relevant agencies and units to urgently deploy measures to respond to and overcome the consequences of natural disasters.

Implementing the Prime Minister's Official Dispatch No. 175/CD-TTg dated September 28, 2025 and Official Dispatch No. 176/CD-TTg dated September 29, 2025 on focusing on responding to and overcoming the consequences of storm No. 10 and post-storm floods, the Ministry of Construction sent official dispatches to the Departments: Vietnam Roads, Vietnam Railways, Vietnam Maritime and Waterways, Vietnam Airlines, Construction Investment Economics and Management; Departments of Construction of the localities: Thanh Hoa, Nghe An, Ha Tinh, Hue, Quang Tri, Ninh Binh, Hung Yen, Phu Tho, Son La, Lao Cai, Tuyen Quang, Lai Chau, Dien Bien, Da Nang, Gia Lai and Ho Chi Minh City; Vietnam Railway Corporation; Project Management Boards, Corporations, and enterprises under the Ministry.

In the Official Dispatch, authorized by the Minister of Construction, Deputy Minister of Construction Le Anh Tuan requested agencies and units to perform the following specific tasks:

General direction to all unit heads

Heads of agencies and units, based on their functions and tasks, continue to focus on directing the timely implementation of storm and flood response work according to the direction of the Prime Minister (in Official Dispatches No. 173/CD-TTg dated September 26, 2025, No. 174/CD-TTg dated September 27, 2025, No. 175/CD-TTg dated September 28, 2025; No. 176/CD-TTg dated September 29, 2025) and the direction of the Ministry of Construction (in Official Dispatch No. 67/CD-BXD dated September 27, 2025).

At the same time, focus on leadership, direction, and mobilization of all forces, means, and resources to resolutely respond to the risks of high tides, floods, inundation, flash floods, landslides after storms, and quickly overcome the consequences of rain and floods with the most urgent spirit, ensuring the safety of people's lives and property and the State, and minimizing damage caused by storms and floods.

Vietnam Road Administration

Direct subordinate units to proactively implement flood and storm recovery work, ensuring safety for people and vehicles traveling on national highways and expressways. Specifically:

Continue to focus on checking and reviewing areas at risk of flooding, landslides, and flash floods to have solutions for handling and traffic diversion from afar.

Arrange forces to guard and direct traffic at locations that are deeply flooded and have strong currents, especially at culverts, spillways, ferry terminals, and pontoon bridges; assign people to guard, set up buoys, barriers, and signals at locations where roads are deeply flooded, culverts, broken roads, or landslides... resolutely not allowing people and vehicles to pass when there is still a risk of not ensuring safety.

For locations with large landslides and slides causing traffic jams, direct road management and maintenance units to coordinate with localities to immediately deploy remote traffic diversion plans, promptly fix the problem, and mobilize maximum machinery, equipment and human resources available in the area to ensure traffic clearance in the fastest time. Note that it is necessary to ensure the safety of forces and vehicles participating in overcoming flood incidents on traffic routes.

Be proactive, ready to support and coordinate with the Department of Construction of localities where national highways are currently congested to urgently resolve and ensure the fastest route clearance, especially on main traffic axes and routes serving rescue and relief work.

Vietnam Railway Authority and Vietnam Railway Corporation

Direct railway management and maintenance units to continue strictly implementing patrol and guard regimes at vulnerable works and locations, key areas such as bridges and weak roads that are prone to flooding; areas prone to flash floods, steep mountain passes that often have falling rocks and landslides, railway areas downstream of dikes, irrigation dams, and reservoirs.

Direct units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.

Have plans to stop trains, stretch trains, increase trains, and transfer passengers when rain and floods cause inundation or landslides in sections where trains must stop.

Vietnam Maritime Administration and Waterways Administration, Vietnam Maritime Safety Corporation

Urge units managing and maintaining waterways and routes to urgently review and count buoys and signals lost or drifted due to storm No. 10; promptly re-deploy buoy and signal systems immediately after floods.

Direct subordinate units, management and maintenance units to regularly inspect and review, and request watercraft not to anchor near river crossing structures; regularly monitor and grasp the situation; if a drifting vehicle is detected, promptly notify the competent authorities for handling.

Civil Aviation Authority of Vietnam

Direct airlines and aviation service companies to closely monitor weather developments in areas affected by storms and floods to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.

Direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

Department of Construction Investment and Management Economics: Directs project management boards, investors, contractors, and related units to ensure construction safety and prevent landslides during the rainy and flood season; at the same time, deploy response work to rain and floods, prepare conditions to promptly overcome construction incidents, and coordinate to ensure smooth traffic on routes that are both under construction and in operation.

Department of Construction of localities in areas affected by natural disasters

Closely coordinate with local levels and sectors, Road Management Areas and road, railway and waterway management and maintenance units to proactively overcome incidents caused by storms and floods, carry out traffic diversion and ensure traffic on assigned roads and waterways; coordinate with road, railway, maritime and waterway sectors in transport management, increase tolls, and transfer passengers and goods when required.
