- Up to the time of the Party Congress:

+ The maximum age for candidates to be introduced for the position of Party cell secretary for the first time is not more than 65 years old for men and 60 years old for women.

+ Comrades to be re-elected must not be older than 67 years old for men and 62 years old for women at the time of the Party cell congress.

+ In special cases, in places with personnel difficulties, the age can be higher but must be approved by the standing committee of the district-level Party Committee.

- Personnel introduced to be elected to hold the position of Party cell secretary in villages and residential areas must have qualities, capacity, prestige, and be able to meet the requirements and assigned tasks to concurrently be the village or residential area chief or head of the front work committee.

- Arrange for the Party cell secretary to concurrently be the village chief, residential area chief, or head of the front work committee.
