Ninh Binh collected more than 47,600 billion VND in budget revenue after 8 months

Diverse income sources, professional management

In the first 8 months of the year, Ninh Binh recorded a total state budget revenue of VND47,661.8 billion, equal to 63.4% of the estimate assigned by the Provincial People's Council and a remarkable growth compared to the same period last year. The revenue structure has many bright spots: domestic revenue (excluding land use fees and lottery) reached VND21,273 billion, equal to 83.2% of the estimate, up 46.2%; land use fee revenue reached VND20,459 billion, equal to 47% of the estimate, 2.5 times higher than the same period; lottery revenue reached VND101 billion, reaching 86.1% of the estimate, up 20%; revenue from import-export activities reached VND1,374 billion, equal to 22.9% of the estimate.

It is worth noting that the revenue structure is increasingly expanding and more balanced. If in the past, the provincial budget depended mainly on land use fees or some traditional revenue sources, now the revenue comes from many different fields: industry, services, tourism , real estate, e-commerce, etc. This is a positive signal, because diversification helps the provincial budget avoid risks when some fields slow down.

Ninh Binh Provincial Tax Department organized a workshop to disseminate new regulations of the tax industry to the business community and taxpayers.

To achieve the above results, the provincial Tax Department has implemented many new management solutions. First of all, it tightened management of areas such as real estate, tourism services, e-commerce, private construction and resource exploitation. Modern management tools were strongly applied, especially digital technology and Big Data. Through risk analysis and comparison of information from banks, e-commerce platforms, land and tourism sectors, the tax authorities promptly detected and handled cases of under-declaration, fraud or tax evasion.

In parallel, the province also focuses on zoning and classifying enterprises and business households. All taxpayers are surveyed, a database is established and managed according to the characteristics of each socio-economic area: urban areas, industrial zones, key tourism - service areas, or rural areas, craft villages. This approach not only helps to cover the whole area but also allows resources to be concentrated on groups with high risk of revenue loss. Therefore, management efficiency is increasingly improved, while management costs and human resources are significantly saved.

Promote solutions to complete revenue estimates

Although the budget collection results in the first 8 months of the year were very positive, Ninh Binh is still facing considerable pressure. According to the Prime Minister's decision, the province's estimated state budget revenue in 2025 is 45,501.8 billion VND, equal to 93.1% compared to the implementation in 2024. However, the Provincial People's Council set a higher target of 69,218.8 billion VND, equal to 141.6% compared to the previous year.

To ensure the completion of this goal, the Ninh Binh Provincial People's Committee requires heads of departments, branches, Party Secretaries and Chairmen of People's Committees of communes and wards to be directly responsible to the Provincial Party Standing Committee and the Provincial People's Committee for the collection results. Individual responsibility is closely linked to collective targets, in order to tighten discipline and order in performing tasks.

One of the key solutions is to concentrate revenue from land. The Provincial People's Committee has directed the auction of eligible land plots in the third quarter of 2025. The Department of Finance, the Department of Construction, the Department of Agriculture and Environment and related units are assigned to review the progress of urban and residential area projects, public and non-budget investment projects to promptly complete procedures, ensuring that revenue from land use fees is paid on schedule, without any congestion or interruption.

At the same time, the Tax sector has promoted the management of electronic invoices and encouraged cashless payments to make revenue transparent and limit fraud. Thematic inspection and examination teams continue to be deployed, focusing on the real estate, e-commerce, and private construction sectors - areas with potential for large revenue losses.

In particular, the inter-sectoral coordination mechanism between tax, police, customs, treasury, natural resources and environment is considered a key solution. Regular information sharing between agencies helps to quickly update changes in taxpayers, business activities and asset transactions, thereby detecting and promptly handling fraudulent acts.

The results of the past 8 months show that Ninh Binh has been on the right track in nurturing and expanding budget revenue sources. However, the remaining period of 2025 is still a big challenge, requiring the synchronous participation of the entire political system, the determination of the Tax sector as well as the compliance awareness of the business community and the people.

With high determination and implemented solutions, Ninh Binh has the basis to strive to complete, even exceed the 2025 budget revenue target, creating important financial resources for socio-economic development and improving people's lives.
