People require dedication

Coming to the People's Committee of Xich Tho commune, Nho Quan district, Ninh Binh province, we were immediately impressed by the slogan "10 principles of communication with citizens" hanging right in the middle of the Reception and Results Department of Xich Tho commune. The slogan clearly states: "Citizens must be greeted when they arrive, citizens must be consulted when they ask, citizens must be wholeheartedly requested when they request, citizens must be apologized when they complain, citizens must be listened to when they leave, and citizens must be satisfied when they leave...". The slogan clearly defines the responsibilities of civil servants, but the quality of implementation is a question that arouses our curiosity.

We met Mr. Nguyen Van Vuong (60 years old), in Dai Hoa village, who was receiving his health insurance card at the Reception and Results Department of Xich Tho commune. Mr. Vuong said that now young people do administrative procedures (TTHC) via the internet, while older people like him often go directly to submit documents and receive results at the Reception and Results Department of the commune. For example, to register for voluntary health insurance for his wife and him, Mr. Vuong only needed to call the civil servant in charge of the labor, war invalids and social affairs sector to ask about the documents he needed to bring, then bring them to submit, complete the procedures and after about 8 days he received his health insurance card. "I only need to bring the documents once and then wait for the appointment to receive the results. The staff will guide me in detail on any problems. I feel very satisfied," said Mr. Vuong.

Introducing to us the process of handling administrative procedures at the commune, comrade Quach Van Tuan, a judicial-civil status officer at the People's Committee of Xich Tho commune, said: "At the office of the Reception and Results Department, a list of administrative procedures and processing times are clearly posted according to the one-stop, one-stop mechanism at the People's Committee at the commune level. Through specific recording and guidance from officials, people will know what they need to do and what documents they need to prepare, so all procedures are handled conveniently. In particular, when officials do not handle on time, they must have an official letter of apology, or call people to explain the reason for the delay and hope for their understanding."

Not only in Xich Tho commune, during the survey in Ninh Binh, we found that the province's digital transformation work was carried out synchronously and systematically from the provincial level to the grassroots level; thereby improving work efficiency and improving the quality of service to the people. Ninh Binh province was selected by the Prime Minister as the locality to pilot digital transformation.

Transparency, anti-harassment

The Ninh Binh Provincial Public Administration Service Center, which came into operation in October 2020, demonstrates the political determination of the Provincial Party Committee, People's Council, and Provincial People's Committee to thoroughly overcome shortcomings and limitations in administrative procedure reform, implementing the one-stop shop and inter-connected one-stop shop mechanism. Currently, the Center is integrating the tasks of 23 provincial agencies and units, performing nearly 1,400 administrative procedures, including 864/905 full-process online public services.

Coming to submit the application for changing the business registration content of Quang Minh Construction and Trading Company Limited at the Ninh Binh Provincial Public Administration Service Center, Ms. Hoang Thi Bich Thuy, the company's tax accountant, expressed her satisfaction with the service attitude of the Department of Planning and Investment's civil servants. The officers gave clear instructions, received the documents quickly, and promised that the business would receive the results after 3 working days. According to Ms. Pham Thi Phuong Dung, an expert from the Investment Promotion Center (Department of Planning and Investment), with the model of the Provincial Public Administration Service Center, people and businesses only contact the receiving officers, not the specialized department, ensuring fairness and transparency in handling administrative procedures. "To pay the service fee at the center, people pay at the cashier counter with the support of bank staff, not directly to the officer receiving the documents. This prevents inconvenience and harassment of the people," said Ms. Pham Thi Phuong Dung.

Comrade Pham Ngoc Phong, Deputy Director of the Ninh Binh Provincial Public Administration Service Center, told us that the operation of the Center affirms the province's desire and determination to create a breakthrough in administrative reform, focusing on reforming administrative procedures to reduce hassles, increase publicity and transparency, create a favorable environment to attract investment, and aim to build a modern, professional, and serving administration. Therefore, the staff receiving people at the Center are all selected with high requirements, trained in knowledge, and raised awareness. "First of all, each cadre and civil servant needs to correctly identify their role, position, and responsibilities, always be friendly with the people, and maintain a standard and correct attitude," Comrade Pham Ngoc Phong expressed.

The Provincial Party Committee's Standing Committee has paid special attention to the leadership and close direction of the administrative reform work associated with digital transformation with the determination to continuously improve service quality. Resolution No. 01 of the Provincial Party Committee for the 2020-2025 term is on building e-government and digital transformation by 2025, with a vision to 2030, clearly identifying the resources for implementation (1% of the provincial budget). Thanks to that, in 2021, Ninh Binh province ranked 6th out of 63 provinces and cities nationwide in digital transformation; the people's satisfaction index with the service of state administrative agencies ranked 12th nationwide... In 2022, Ninh Binh was one of the first 3 provinces in the country to complete the connection with the national database on population and was in the top 5 localities providing the best online public services. In 2022, Ninh Binh province's administrative reform index ranked 17th out of 63 provinces and cities, up 3 places compared to 2021, 1.85% higher than the average administrative reform index of the whole country.

Attracting investors from the enthusiasm of the government

Convenient administrative procedures and an increasingly open investment environment explain why in recent years, Ninh Binh has been a place that has attracted many high-quality investors to invest and expand their business. Data from the Department of Planning and Investment of Ninh Binh province shows that, up to now, the province has attracted 942 projects with a total investment capital of more than 172,000 billion VND. Of which, there are 93 FDI projects with a total investment capital of more than 1.5 billion USD. Some large-scale projects have been completed and put into operation such as: Thanh Cong Automobile Manufacturing and Assembly Factory; Camera Module and Electronic Components Manufacturing and Assembly Factory; CFG Construction Glass Manufacturing Factory... Comrade Dinh Thi Thuy Ngan, Director of the Department of Planning and Investment of Ninh Binh province, shared that the province has organized many consultation conferences to collect opinions from businesses and entrepreneurs. From there, the province has proposed solutions and policies to promptly remove difficulties for businesses such as land, investment project implementation process, labor, electricity supply...

Ninh Binh has become one of the three largest automobile manufacturing and assembly centers in the country. Of which, Hyundai Thanh Cong Vietnam Automobile Manufacturing Company contributes 70% of the province's total budget revenue. Mr. Nguyen Minh Son, General Director of Hyundai Thanh Cong Vietnam Automobile Manufacturing Company, said that the preferential policies and investment attraction of Ninh Binh province are important factors for Hyundai Thanh Cong to choose to locate its factory here. From the first factory put into operation in 2010, with an initial capacity of 40,000 vehicles/year, then expanded to 80,000 vehicles/year, to date, Hyundai Thanh Cong Vietnam Automobile Manufacturing Company has just inaugurated a second factory with a capacity of 100,000 vehicles/year in Gian Khau Industrial Park, Gia Vien district.

To create a favorable business environment, according to comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, periodically on the last Thursday of the month, the Chairman of the Provincial People's Committee will meet with businesses, listen to their feedback, recommendations and proposals, and directly answer and direct the removal of difficulties and obstacles of businesses. Along with that, the Chairman of the Provincial People's Committee organizes meetings with citizens on the second Wednesday of the month. "At first, many people were concerned that the Chairman of the Provincial People's Committee's direct contact with people and businesses would cause problems. But the province still persevered in implementing it, thereby promptly resolving the problems," said comrade Pham Quang Ngoc.

Ninh Binh builds a Department, Branch, Sector and Local Competitiveness Index (DDCI) to enhance competition and emulation in the quality of task implementation among departments, branches, sectors and localities. "The province's viewpoint is that to solve tasks well, it is necessary to have clear people, clear work, clear responsibilities, clear time, and clear results. From the goals and targets of the province's annual work program, departments, branches and localities must come up with their own plans and completion times. To resolve problems related to legal procedures, agencies must meet together to discuss, clearly understand the procedures, analyze and divide the work to thoroughly resolve each step and stage, ensuring smooth and legal work," said comrade Pham Quang Ngoc.

Perhaps it is also because of the determination and scientific work handling methods of the provincial leaders and departments, branches and localities that in 2022, Ninh Binh province had the highest rate of public investment disbursement in the country. Ninh Binh is also the province that handed over the site the earliest and organized the earliest inauguration of the component project of the North-South Expressway in recent times.
