On the morning of August 16, at the Government Headquarters, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council chaired the 9th meeting of the Council for the 2021-2026 term to listen to a report on the results of emulation and reward work from the beginning of 2021 to present; provide guidance on organizing patriotic emulation movements, honoring and rewarding on the occasion of the country's major holidays in 2024-2025...

Also attending were Vice President Vo Thi Anh Xuan - First Vice President of the Council; representatives of leaders of ministries, branches and central agencies who are members of the Council.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the Council's meetings are regular, serious, and take place in accordance with regulations. This meeting reviews the emulation and reward work since the beginning of the term; sets out directions, key tasks, and work programs from now until the end of 2025.
It is necessary to do well in emulation and reward work to create emulation movements, motivation, inspiration, and endogenous strength, motivation, and resources from emulation and reward work.

From now until the end of 2025, our country will have many important events such as: preparing to celebrate the 79th anniversary of the August Revolution, National Day September 2; 80th anniversary of the founding of the heroic Vietnam People's Army; next year 2025 will celebrate the 50th anniversary of the Liberation of the South, National Reunification, 135th anniversary of President Ho Chi Minh's birthday, 80th anniversary of the August Revolution and National Day September 2, 80th anniversary of the People's Public Security Forces' Traditional Day... These are all extremely important events.
Therefore, Prime Minister Pham Minh Chinh emphasized the need to do well in emulation and reward work to create emulation movements, create motivation, inspire, create endogenous strength, motivation, and resources from emulation and reward work.
The Prime Minister affirmed that to achieve this goal, it is necessary to attach importance to emulation and commendation work, and the work of honoring and commending at all levels, sectors and localities must be organized in a systematic, scientific, effective and lawful manner, creating motivation and inspiration for cadres, civil servants, public employees, the business community and people nationwide, to support and actively participate, creating a new momentum for the whole country to successfully complete the socio-economic development goals set out by the 13th National Party Congress.

The Prime Minister requested that the goals set by the 13th National Party Congress be reviewed to see how far they have been achieved. Which goals have been completed, which goals will be completed and exceeded, and which goals are difficult to complete? From there, tasks and solutions to promote must be determined; what is already good must be done better, what must be completed must be strived to be completed, and what is difficult to complete must have solutions to complete with specific products. One of the solutions is to do well in emulation movements of emulation and reward work.
The Prime Minister gave the example of the 3 strategic breakthroughs, we are focusing more on removing institutional obstacles, because institutions are entangled, while institutions are resources and driving forces for development. The Prime Minister emphasized that it is necessary to strengthen decentralization and delegation of power, along with resource allocation, improving implementation capacity for subordinates, along with strengthening inspection and supervision. Creating this institutional breakthrough also needs to be rewarded.
Along with that, we have made a good breakthrough in infrastructure. We have done a good job in developing transport infrastructure, quite clearly, completed more than 2,000km of highways, the goal of completing 3,000km of highways is feasible but more feasible is to create a movement, motivation, encourage ministries, branches, localities, agencies, project management boards, contractors, units that do well, people who do well.

The Prime Minister said that this week, a 500-day and night emulation movement will be launched to complete 3,000km of highways by the end of 2025. This is a specific result according to the Resolution of the 13th National Party Congress, which is important because when the strategic traffic infrastructure is completed, it will create new spaces, industrial parks, urban areas, services, creating "villages within cities, cities within villages"... Therefore, emulation and reward work must go hand in hand with these movements.
The Prime Minister also pointed out that social security work has been carried out very well in difficult conditions, in accordance with the Party and State's policies, demonstrating the spirit of not sacrificing social progress and equity to pursue mere economic growth.
Regarding the lives of cadres, civil servants, public employees, and workers, we are still trying to save and balance expenses to increase salaries. These efforts also need to be commended and rewarded. The Prime Minister also cited the efforts of relevant levels, sectors, localities, and units in actively implementing the construction of the 500kV Quang Trach-Pho Noi line in a record short time, preparing for the inauguration on the occasion of National Day, September 2. The Prime Minister raised the issue of considering summarizing good lessons from this project to replicate it for upcoming key projects.

The Prime Minister emphasized that Uncle Ho once said: “Competition is patriotism, patriotism requires emulation. And, those who emulate are the most patriotic.” There is not much time left in this term, and the upcoming period is the preparation for Party Congresses at all levels leading up to the 14th National Party Congress. Therefore, it is necessary to create an emulation movement, spirit, and maintain this momentum for development.
The Council must do a good job of giving occasional and regular rewards and honors; discuss emulation and rewards more enthusiastically and strongly, create motivation and inspiration for the whole nation, and call for the support of international friends for the cause of national development.
Faced with new development trends in the world such as digital economy, emerging industries such as semiconductor chips, artificial intelligence (AI), cloud computing, etc., the Prime Minister noted the need to be responsible for creating a movement and a vibrant atmosphere to promote this new development direction. The Council will also have to complete a draft guideline for organizing patriotic emulation movements, honoring and rewarding people on the occasion of major national holidays in 2024-2025, towards the 14th National Party Congress.

The Prime Minister stated that, in addition to the basic achievements, the Council needs to do better, with better spirit, higher determination, greater efforts, and more drastic actions, along with assigning "clear people, clear work, clear responsibilities, clear implementation time, clear efficiency, clear products", completing each job, saying it must be done, committing to it must be done, and having done it must produce products, "weighing, measuring, counting", quantifying.
"We need to create emulation movements, maintain momentum, and keep pace to complete the goals set by the 13th National Party Congress. This includes the task of implementing patriotic emulation movements well, this is the mission and responsibility of the Council. One of the leadership methods of our Party is inspection and supervision. In addition, each Party member must be a propagandist. The Council's activities must be serious, substantive, not formal, demonstrating the people's trust; carefully reviewing the situation, closely following the Party's regulations and the State's laws," Prime Minister Pham Minh Chinh emphasized.
