Stabilizing the operation of grassroots health care after the new government model comes into operation

(Baothanhhoa.vn) - Hoang Loc commune was reorganized based on the merger of the entire natural area and population size of the communes: Hoang Thinh, Hoang Thai, Hoang Loc, Hoang Thanh, Hoang Trach and Hoang Tan. In the commune, there are 6 health stations belonging to 6 old communes with 34 cadres and civil servants (6 doctors, 15 medical doctors, 10 nurses with college and university degrees, 3 midwives). After the 2-level local government officially came into operation, to ensure the stability of the organization and maintain the operation of the health stations, the People's Committee of the commune proactively implemented a number of contents to support and coordinate with the health stations in the transition period.

The Department of Health 's working group inspected and evaluated the grassroots health care activities in the two-level local government organization model at Hoang Thanh Health Station (Hoang Loc commune).

Currently, the medical stations in Hoang Loc commune have been invested in building spacious facilities with full functional rooms, toilets, fences, and gates, basically meeting the health care needs of the people according to national standards on health by 2030.

The stations have also saved their revenues to invest in renovating the campus, herbal medicine gardens and purchasing some necessary medical equipment for medical examination and treatment. Right from the beginning of the year, the stations have developed a master plan, a plan according to each criterion, reported to the commune People's Committee Chairman for approval, signed a commitment to coordinate activities with the commune's departments, branches and organizations. Assigning the right people to the right jobs, implementing the work promptly according to the resolutions of the stations' Party cells. Every week, month and quarter, there are inspections, supervision and evaluation to draw experience from the implementation according to the plan; thoroughly instructing staff to sign a commitment and fully implement the regulations and rules of the industry and the unit; constantly studying and following the moral example of Ho Chi Minh , implementing well the 12 medical ethics and the codes of conduct of the industry...

In the first 6 months of 2025, the staff on duty at the station always promoted the spirit of service attitude, ensuring the examination and provision of health insurance medicine for patients according to plan; coordinating with the eye hospital to communicate and examine the health of the elderly. The rate of medical examination and treatment combining traditional medicine and modern medicine at the health station reached more than 30%. Disease prevention work was given due attention, and no major epidemics occurred in the commune.

Vice Chairman of the People's Committee of Hoang Loc Commune, Le Van Loc, said that after the two-level local government came into operation, the People's Committee of the commune organized a working session with representatives of the commune health station and related units to grasp the operational situation; noted difficulties and obstacles and agreed on directions for handling arising issues. Through the working session, the commune health station basically maintained good medical examination and treatment activities, primary health care, without serious interruptions; directed the health stations to review and implement the change of nameplates, title boards, information boards... according to the new administrative name of the commune, ensuring consistency and compliance with current regulations. The initial editing has been completed, making it easier for people to identify the unit. Along with that, the health stations proactively communicated to people about the change in name as well as the medical services provided by the station, ensuring understanding and continued use of the services without interruption.

However, regarding the operation of commune health stations, some contents still need guidance from superiors, especially procedures related to professional records, software systems and new administrative forms. Along with that, the village health network is currently being cut down, so local health work faces many difficulties in connecting health care with the community. In the digital transformation work, work requires computers, but the stations do not guarantee the quantity. Some stations do not have televisions to serve communication work. The source of health insurance drugs to the stations is still small and poor in variety, so it is not possible to ensure the full supply of health insurance drugs according to the route at the station... These are issues that need attention to ensure better health care for people at the grassroots health level.
