Innovation practices in Quang Ninh contribute to policy improvement

According to Vice Chairman of the National Assembly Vu Hong Thanh, Quang Ninh is a locality with many innovations, good models, and creative ways of doing things. The National Assembly hopes that through the working session, it will have more practical information to serve the process of perfecting policies and laws, especially on organizational structure, decentralization, administrative reform and sustainable development.

Previously, the National Assembly delegation visited and worked in two border communes of Luc Hon and Hoanh Mo; conducted a field survey at the Quang Ninh Provincial Public Administration Service Center and the commune-level "One-stop shop" department in the two localities.

Vice Chairman of the National Assembly Vu Hong Thanh acknowledged and commended the efforts of the Quang Ninh Provincial Party Committee and local Party Committees in creating favorable conditions for people in remote, isolated, and border areas to handle administrative procedures with the motto of "taking people and businesses as the center of service". All communes, wards, and special economic zones of the province have operating regulations and "6 clear" assignments (clear people, clear work, clear time, clear responsibility, clear products, and clear authority).

Quang Ninh's Public Administration Service Center model is the country's leader in administrative procedure reform and e-government development. Up to now, the whole province has established a provincial-level Public Administration Service Center and synchronized the "One-stop shop" department in 100% of communes, wards and special zones. The number of administrative procedures resolved through the system has reached a high rate, on time, and the satisfaction level of people and businesses has remained high for many consecutive years.

The Vice Chairman of the National Assembly was impressed with the province's high economic growth, which reached nearly 12% in 9 months, shifting the economy in the right direction; high budget revenue, especially domestic revenue; high social investment capital, high disbursement of public investment capital. Quang Ninh has successfully completed the preparation work for the Provincial Party Congress for the 2025-2030 term with the contents according to regulations.

At the working session, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ninh Province Trinh Thi Minh Thanh said that, implementing the directions of the Central Government, the Standing Committee of the Quang Ninh Provincial Party Committee and the provincial Party Committees have promptly, proactively, actively and resolutely deployed the arrangement of the apparatus, the arrangement of commune-level administrative units, and the organization of two-level local governments. The province is determined and makes the highest efforts to synchronously and effectively implement all tasks and solutions to complete the economic growth target of over 14% in 2025.

Up to now, after the merger, the organization and staff in the province have been consolidated, arranged reasonably, meeting the requirements of expertise and experience, creating stability, consensus and high unanimity in the political system. The administrative system, providing modern public services has been operated smoothly, creating maximum convenience for people and businesses and contributing to improving the efficiency of public service implementation, saving resources, building an effective, efficient and modern administration. Immediately after the arrangement, the Party Committees at all levels have focused, seriously, responsibly, democratically, and carefully prepared the work of preparing for the Congresses at all levels. By the end of August 14, 2025, 100% of the Party Committees at the grassroots level and the Party Committees of communes, wards and special zones directly under the Provincial Party Committee had completed the congress, 17 days earlier than the schedule of the Central Committee.

Ms. Trinh Thi Minh Thanh said that in the first 6 months of 2025, the province's GRDP increased by 11.03%, 2.01% higher than the growth rate of the previous year and the same period. All levels and sectors have proactively reviewed and developed growth scenarios for each quarter, focusing on directing the removal of difficulties and obstacles in public investment, planning, filling materials, site clearance, and conversion of land use purposes. The investment and business environment continues to improve. Competitiveness, administrative reform and satisfaction of people and businesses continue to be among the leading groups in the country, affirming the position of Quang Ninh province as a comprehensive growth pole of the Northern region.

In the first 8 months of 2025, the industrial production index in the province increased by 15.6%, in which the processing and manufacturing industry played a key role in industrial growth. The service and tourism sectors grew steadily, basically reaching and exceeding the set plan. The total number of tourists reached 16.2 million, up 10% over the same period. Total state budget revenue was equal to 77% of the central government's annual estimate, equal to 74% of the province's annual estimate, up 26% over the same period. Attracting domestic and foreign investment increased 20.1 times over the same period; attracting foreign direct investment (FDI) reached 318.5 million USD, reaching 32% of the annual plan.

The tasks directed by the Central Government have been resolutely and promptly implemented by the province; difficulties and obstacles have been identified and handled appropriately. The implementation process has been proactive, decisive, and flexible, contributing to maintaining the stability and continuity of the political system and creating consensus throughout society.
