Mr. Vo Hoang Ngan is the Director of the Department of Planning and Architecture of Ho Chi Minh City.

On the afternoon of September 30, Ho Chi Minh City handed over the decision to appoint Mr. Vo Hoang Ngan as Director of the Department of Planning and Architecture and Deputy Directors.

On the afternoon of September 29, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc handed over the decision to appoint Mr. Vo Hoang Ngan - Director of the Ho Chi Minh City Department of Construction - as Director of the Ho Chi Minh City Department of Planning and Architecture after the Ho Chi Minh City People's Council approved the separation of the Department of Planning and Architecture from the Ho Chi Minh City Department of Construction.

Accordingly, at the ceremony, Mr. Nguyen Bac Nam - Deputy Director of the Department of Home Affairs of Ho Chi Minh City announced the decision to retire according to the regime for Mr. Luong Minh Phuc - Director of the Management Board of Investment and Construction of Traffic Works of Ho Chi Minh City (Traffic Board) from October 1, 2025;

Mr. Tran Truong Son - Chairman of Ho Chi Minh City Red Cross Society from July 1, 2025; Ms. Dinh Hong Minh - Vice Principal of Ly Tu Trong College, Ho Chi Minh City from October 1.

At the same time, Mr. Nam announced the decision to transfer Mr. Vo Hoang Ngan, Director of the Department of Construction of Ho Chi Minh City, to the position of Director of the Department of Planning and Architecture of Ho Chi Minh City (transfer period of 5 years); Mr. Truong Trung Kien, Deputy Director of the Department of Construction, was transferred to the Department of Planning and Architecture of Ho Chi Minh City to work as Deputy Director (5 years).

Mr. Phan Van Tuan - Deputy Director of the Department of Construction went to the Department of Planning and Architecture of Ho Chi Minh City to work as Deputy Director (5 years); Ms. Duong Thao Hien - Deputy Director of the Department of Construction went to the Department of Planning and Architecture of Ho Chi Minh City to work as Deputy Director. Similarly, Mr. Huynh Pham Tuan Anh - Deputy Director of the Department of Construction was also transferred to the Department of Planning and Architecture of Ho Chi Minh City to work as Deputy Director.

Mr. Vo Hoang Ngan was born in 1978, hometown is old Binh Duong province (now Ho Chi Minh City). He graduated from the Faculty of Construction, Ho Chi Minh City University of Technology.

Before being appointed as Director of the Department of Construction of Ho Chi Minh City, Mr. Ngan held the positions of Vice Chairman of the People's Committee of the former Thu Dau Mot City, Deputy Director of the Department of Construction of the former Binh Duong Province, Director of the Department of Construction of the former Binh Duong Province, and Deputy Head of the Organization Board of the former Binh Duong Provincial Party Committee.

On the same day, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc also presented the decision to appoint Mr. Nguyen Anh Minh - Deputy Director of the Ho Chi Minh City Department of Construction - as Director of the Traffic Construction Investment Project Management Board (Traffic Board), replacing Mr. Luong Minh Phuc who retired from October 1.

Before merging provincial administrative units, Mr. Minh was the director of the Department of Construction of Binh Duong province.
