The announcement event was attended by representatives of the Central Propaganda and Education Commission, the Central Committee of the Vietnam Fatherland Front, the Vietnam Musicians' Association, leaders of the Central Youth Union and the Vietnam Youth Union.

According to the organizers, the contest aims to widely disseminate important political events of Vietnamese youth to cadres, union members, youth and people at home and abroad; to promote emulation movements in all levels of the Union; and to encourage the creativity of artists, musicians and those interested in art. Outstanding songs will be selected to accompany the congress.
Contestants are Vietnamese citizens at home and abroad, as well as foreigners living, studying and working in Vietnam. The song's content needs to demonstrate the stature and significance of the National Youth Union Congress; the history, role and contributions of the Ho Chi Minh Communist Youth Union in the cause of building and defending the Fatherland; and at the same time, depict the determination of the youth of the whole country to join hands to realize the country's development goals until 2030, with a vision to 2045.

The jury includes musicians Duc Trinh, Ho Trong Tuan, Hoai An; singer-songwriter Ta Quang Thang; director Thai Huan and leaders of the Central Youth Union and the Vietnam Youth Union.
Regarding the use of AI technology in composition, the organizers said that the regulations are not too strict, but the authors must publicly disclose the level of use so that the jury can evaluate the creativity.
Musician Hoai An emphasized: "It would be meaningless to let AI compose completely, because music must come from human emotions and thinking."
