Channel reflects practice, proposes policies
This initiative is considered an important step by VCCI to provide objective, comprehensive and in-depth information on the current situation, opportunities and challenges of the private economic sector - one of the key driving forces of the Vietnamese economy.
Mr. Dau Anh Tuan, Head of the Legal Department, Deputy Secretary General of VCCI, further analyzed: The approach over the years is like "a doctor going to examine a patient", identifying the "temperature" of each field. Because the business survey only reflects the surface, a more detailed diagnosis step is needed to clearly see the difference. For example, in some localities, tax procedures are more complicated, while in other places, land is a hot spot.

Accordingly, the PCI index cannot solve all problems, but requires in-depth analysis. "However, if accompanied by many corporations, there will be additional support programs for each province. This province can focus on improving investment procedures, other provinces focus on improving the land environment," said Mr. Tuan.
The upcoming annual report will follow the direction of "examination - diagnosis - treatment". That is, from the initial survey results, VCCI and experts will analyze in depth, identify the causes, and then propose specific improvement solutions for each locality.
To implement, VCCI will build a network of experts, provide information, training and support locally. Based on this data and assessment, it is possible to design capacity building programs for private enterprises, especially small and medium enterprises, enterprises in remote areas, or enterprises operating in the agricultural sector.
The annual Vietnam Private Economic Report and PCI 2.0 are expected to become an effective channel of interaction between the business community and management agencies.
"The program's biggest goal is to build a periodical publication with reliable reference value for policymakers, industry associations, business support organizations and the private business community. The report will analyze statistical data combined with reflections from businesses in the process of accessing resources, implementing administrative procedures, digital transformation and moving towards sustainable development. On that basis, the report will provide practical policy recommendations to help improve provincial competitiveness, improve local economic management, and promote innovation and development of the private economic sector," emphasized the VCCI representative.

PCI 2.0 – new tool to improve competitiveness
The highlight of the initiative is the application of the Provincial Competitiveness Index 2.0 (PCI 2.0) – an upgraded version of the PCI index set deployed by VCCI over the past 20 years.
PCI 2.0 is designed to reflect new growth drivers, including digital transformation, innovation, green economic development and local governance quality. This will be a tool to help provinces and cities have a more solid foundation to improve the investment environment, in line with the context after administrative unit mergers, as well as meet the Central Government's strategic requirements on economic development and international integration.
Mr. Nguyen Trung Hau - Deputy Director of the General Department, Central Policy and Strategy Committee highly appreciated the quickness of VCCI in implementing PCI 2.0. According to Mr. Hau, the new index set closely reflects the orientations in 4 important resolutions of the Central Committee (57, 59, 66 and 68). PCI 2.0 also has the advantage of being designed in an open module, easy to expand to the levels of departments, branches, sectors, communes, wards...
From another perspective, Mr. Nguyen Duc Kien - former Deputy Chairman of the National Assembly 's Economic Committee commented: A new approach is necessary, but noted that the pillar structure in PCI 2.0 needs to be more balanced. Mr. Kien cited the reality in some localities, many commune and ward officials do not yet have a firm grasp of legal regulations, leading to risks. Therefore, the report needs to clearly classify land criteria according to groups of industrial production enterprises and real estate enterprises, to accurately reflect the level of local support.
Mr. Kien also emphasized that Vietnam needs to form large, competitive private enterprises, instead of focusing only on small and medium enterprises. Reality shows that no country can overcome the lower middle-income trap with just small and medium enterprises. Therefore, policies to support large enterprises need to be focused on.
VCCI representative said: In order to develop and publish the annual Vietnam Private Economic Report more effectively, VCCI has signed a cooperation agreement with Tan Hiep Phat Trading - Service Company Limited. VCCI representative emphasized that the participation of a large private corporation will create a spillover effect, encouraging many other businesses to participate. Thereby, the initiative does not stop at an annual report, but also opens a channel of substantive cooperation between businesses and local authorities, from policy design to implementation of specific support programs.
Business representatives affirmed their commitment to accompany VCCI, contributing to building a favorable business environment, promoting the sustainable development of the private economic sector and enhancing the competitiveness of Vietnamese enterprises. The long-term goal is to form strong private enterprises, leading the supply chain, reaching regional and international levels, thereby contributing to building a strong, self-reliant and self-reliant country.
