Petrolimex streamlines apparatus, improves efficiency and competitiveness of the system

Vietnam National Petroleum Group (Petrolimex / Group) is resolutely implementing Resolution 18-NQ/TW, closely following the direction of the Government and the Ministry of Finance on continuing to innovate and streamline the organization, operating effectively and efficiently. In 2025, Petrolimex has carried out the work of organizing and restructuring the apparatus from the Group office to the member companies.

Pioneering in arranging the apparatus in accordance with provincial administrative units

The work of restructuring and organizing the apparatus demonstrates the pioneering role and proactive adaptation of the Group in accordance with the direction of General Secretary To Lam on innovation and restructuring of the apparatus to be lean, strong, efficient, effective and efficient. This is also a clear demonstration of the spirit of innovation and the aspiration for sustainable development as Petrolimex aims to become the leading energy group in the country and the region.

Petrolimex restructures the apparatus from the Group's office to its member companies in accordance with the principles, goals, and requirements of the conclusions of the Party Central Committee, the Politburo , the Secretariat, and the Central Steering Committee summarizing Resolution 18-NQ/TW.

For the Petroleum Companies, the Group will merge and reduce the number of units so that each province or city has only one Company under the Group, and at the same time manage the entire system of petroleum stores (CHXD) owned in that province or city. The name of the Petroleum Company after the arrangement will be consistent with the name of the new provincial administrative unit. The headquarters of the Company after the arrangement will be located at the provincial political-administrative center. The arrangement will be carried out democratically, objectively, scientifically , and closely following the practical situation, aiming to improve operational efficiency, reduce costs, and create a new premise for continuing to organize good relationships with customers, partners, and local authorities.

The reorganization process maintains stability, succession and development of the staff, minimizes personnel disruption, ensures workers' rights and especially does not affect production and business activities, continuously supplies gasoline to the economy and people's consumption needs.

After the arrangement, the new organization quickly operated stably, maintained its position, increased its ability to adapt to market fluctuations, and completed the set planning targets.

Review and reorganize the parent company - Group's apparatus

Improving the organizational, management, direction and operational capacity of the Group's executive division always plays an important role and leads the production and business activities of the entire Petrolimex system in the current period and the coming time. The Group continues to review and re-evaluate the functions and tasks of the functional departments to reduce the number of contacts and increase the speed of work processing according to the criteria of "Slim-Lean-Strong".

According to Mr. Thanh, in 2025, Petrolimex has been carrying out a series of important tasks, including divesting or merging business segments that have completed their historical mission and are not in line with future development orientation. The proactive and pioneering restructuring helps the Group focus on internal strength, attracting resources to core business activities, especially energy transition projects.

In addition, Petrolimex is gradually perfecting its organizational model according to modern management principles, in accordance with international standards such as those of the Organization for Economic Cooperation and Development (OECD). The results will create a streamlined and transparent management system, optimize processes and improve the operational efficiency of the entire Group.

In order to arrange and organize the operating apparatus effectively, efficiently and effectively, the Group's Board of Directors has resolutely implemented the principle of always putting the legitimate interests of employees first. The merger of units has been agreed upon in many meetings of the Party Committee and the Board of Directors of the Group and is a necessary step according to the general policy of the Party and the State.
