General Secretary To Lam speaks at the meeting

On April 14, at the Party Central Committee headquarters, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (Steering Committee) held its third meeting to discuss and approve the Steering Committee's Plan on implementing the reorganization and merger of provincial and commune-level administrative units and building a two-level political system at the local level. General Secretary To Lam, Head of the Steering Committee chaired the meeting.

Attending the meeting were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man , Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, and members of the Steering Committee.

At the meeting, the representative of the Central Organizing Committee (Standing Body of the Steering Committee) reported on the results of the Steering Committee's activities since the 2nd meeting until now and the draft plan to implement the Resolution of the 11th Central Conference, 13th term, on the arrangement and merger of provincial and communal administrative units and the construction of a 2-level political system at the local level; the members of the Steering Committee contributed their opinions.

Concluding the meeting, General Secretary To Lam acknowledged and highly appreciated the sense of responsibility and effective contributions of the members of the Steering Committee; commended the agencies, especially the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, central mass organizations, and Party Committees of central Party agencies for their outstanding efforts to complete the huge amount of work in the recent past.

The General Secretary assigned the Central Organizing Committee to absorb the opinions expressed at the meeting, continue to carefully review, supplement and perfect the contents of the document to immediately issue a plan to implement the Resolution of the 11th Central Conference of the 13th tenure.

The General Secretary emphasized that the revolution to streamline the political system's organizational apparatus has been taking place very urgently, drastically, with high consensus throughout the Party and with the support of the people. The results achieved in the past time show that the policies and decisions of the Central Executive Committee, the Politburo, and the Secretariat are very correct, very accurate, and in line with the Party's will and the people's will.

Regarding the tasks in the coming time, to implement the Resolution of the 11th Central Conference of the 13th tenure, the Steering Committee unanimously approved a plan with specific work groups associated with responsibilities and completion timelines for each day, not just each week or each month. The scope of work is very wide, the work groups are closely related to each other, the entire political system must uphold the spirit of responsibility, coordinate and implement synchronously. Especially the work group on completing implementation guidance documents, on amending the 2013 Constitution, on perfecting legal institutions and regulations, must be one step ahead to create a solid legal corridor for implementation.

Focus on the work of disseminating, propagating, orienting ideology and public opinion, ensuring solidarity, consensus and high unity among cadres, party members, civil servants, public employees, workers and people of all walks of life to implement the important policies stated in the Resolution of the 11th Central Conference, 13th tenure. The General Secretary requested agencies and units to promptly concretize the contents of the plan to implement the Resolution of the 11th Central Conference according to their functions, tasks and authority; resolutely deploy the assigned work contents, ensuring completion on time according to the set plan.

Agencies, units, and organizations before, during, and after the reorganization must ensure continuous, smooth, efficient, effective, and efficient operations, without interruption of work, without leaving any tasks, areas, or fields vacant, and without affecting the normal operations of agencies, units, and localities. Agencies from the central to local levels must proactively coordinate closely, synchronously, consistently, and smoothly from within the organization to carry out work to ensure progress, timeliness, and compliance with plans.

The General Secretary requested localities to urgently complete the draft documents of the provincial party congresses, including those provinces that did not merge. In particular, it is necessary to thoroughly grasp the spirit of building documents of the Central Committee, especially the newly revised contents to review and update in the provincial party documents.

The members of the Steering Committee, according to their assigned functions, tasks, fields and areas, focus on leading and directing agencies and units to effectively carry out assigned tasks, ensuring quality and progress; grasp the implementation situation at the grassroots level, especially the merger of communes, the arrangement of cadres after the merger at the provincial level, the organization of party congresses at the commune and provincial levels to direct, guide, and promptly remove difficulties and problems that arise, ensuring the organization and implementation are in accordance with the policies and orientations of the Central Government and are synchronous and unified nationwide.

The General Secretary assigned the Central Organizing Committee to preside over and coordinate with agencies to systematize all resolutions, directives, conclusions, and guidance documents of central agencies into a common set of documents for unified implementation.

From April 16 to the end of October 2025, party organizations at the central and local levels will periodically report to the Steering Committee and the Central Organizing Committee on the progress of implementing tasks every week; the Central Organizing Committee will synthesize the implementation results nationwide and report to the Politburo and the Secretariat at regular meetings for direction. The Central Organizing Committee - the Standing Body of the Steering Committee, will regularly monitor, grasp the situation, and give opinions when necessary during the implementation of the tasks of the Party committees, agencies, and units.

The General Secretary emphasized that the work ahead is very busy, the country is simultaneously carrying out many major tasks, both arranging and streamlining the organizational apparatus, rearranging administrative units, accelerating economic development and preparing for the organization of Party Congresses at all levels towards the 14th National Party Congress, requesting comrades of the Politburo, the Secretariat, members of the Steering Committee and leaders of central agencies to promote a high sense of responsibility, spend time and effort to lead, direct, inspect, guide and urge the work to be carried out on schedule, ensuring the set goals and requirements.
