
The economy shows resilience
At Group 11, National Assembly delegates agreed that in 2025, in the context of continuing to suffer many adverse impacts from the regional and world situation and increasingly extreme developments in climate change, our country's economy has shown resilience, with a growth rate among the top in the world, especially the results of achieving and surpassing 15/15 main targets assigned by the National Assembly to the Government and traditional growth drivers have all been effective.

National Assembly Deputy To Ai Vang (Can Tho) said that the results achieved demonstrated the comprehensive leadership of the Party, the timely institutionalization and promulgation of legal policies by the National Assembly, the resolute direction of the Government, and the efforts of ministries, branches, and localities. Thereby, it has continued to strengthen the people's trust in the comprehensive leadership of the Party.

Regarding the main tasks and solutions in the coming time, the National Assembly deputies highly agreed with the solutions stated in the Government's Report as well as the solutions that Prime Minister Pham Minh Chinh reported to the National Assembly at the opening session of the meeting.
To ensure the GDP growth target of 10% or more in 2026, and according to the Resolution of the 14th National Party Congress, it must be 10% or more continuously throughout the term, Chairman of the Ethnic Council Lam Van Man, National Assembly Delegate of Can Tho City, suggested that there must be stronger support policies for high-tech industries, digital economy, and green industry.

Along with that, it is necessary to resolutely and effectively implement key projects such as the North-South high-speed railway, Long Thanh international airport, renewable energy projects and modern logistics systems to create new momentum for growth; continue to promote traditional growth drivers such as export, consumption, public investment...
Delegate Lam Van Man also proposed to strongly innovate the mechanism to attract FDI, prioritizing high-tech projects with the ability to transfer technology to domestic enterprises.
Continue to review, cut, and simplify administrative procedures more strongly, especially those related to investment, land, and business support to create a more favorable business environment.

"To implement the Politburo's Resolution on private economic development as the most important driving force of the economy, contributing to growth of 10% or more, supporting and creating a favorable business environment for enterprises is very important," delegate Lam Van Man emphasized.
Along with that, delegates proposed to continue to strengthen supervision of law enforcement in the spirit of Resolution No. 66 of the Politburo, resolutely implementing the strategic Resolutions of the Politburo issued in recent times to unblock institutions, remove bottlenecks and promote breakthroughs in development.
Continue to resolutely and thoroughly resolve backlogged real estate projects, simplify legal procedures, reduce business conditions, and support businesses in handling legal problems to unblock the real estate market.
Regarding agriculture and rural areas, delegates proposed to continue restructuring the agricultural sector towards green production, deep processing, and emission reduction to increase added value and income for farmers. Improve the operational efficiency of cooperatives in the agricultural and rural sector; support cooperatives in production, processing, and consumption.
Increase investment in rural infrastructure, especially in remote, border and ethnic minority areas to improve living standards, support production and create conditions for the development of circular agriculture, green agriculture and ecological agriculture.
Ensuring progress and effectiveness in perfecting two-level local government
At the meeting, National Assembly deputies also paid special attention to the operation of the two-level local government organization. Delegate Lam Van Man proposed to continue to resolutely implement, ensure progress and efficiency in perfecting the organization of the two-level local government apparatus, remove difficulties that are currently facing at the grassroots level, and support localities in post-merger operations.
Through a survey of the locality, National Assembly member Dao Chi Nghia (Can Tho) said that there are still many contents that ministries and branches need to promptly guide the grassroots level to operate, especially the tasks of the district level that were previously assigned to the commune level. Therefore, the delegate suggested that these guidance documents should be urgently completed. In addition, the personnel problem in communes, wards and towns, which is still difficult, also needs to be addressed and resolved soon.

Regarding this issue, National Assembly Delegate Lo Thi Luyen (Dien Bien) also suggested that for disadvantaged provinces, whose budgets are mainly supported by the Central Government such as Dien Bien province, in the long term, attention should be paid to investing, upgrading, and ensuring working headquarters for communes, facilitating the management of work of Party committees and authorities and facilitating the service of the people.
According to delegate Lo Thi Luyen, the Government needs to pay attention to directing ministries, branches and localities to prioritize investment in synchronous information technology infrastructure, promptly complete the data system, ensure connectivity, interoperability, application of information technology, digital transformation in management, operation and serving the people in accordance with the new model.

Along with that, the Government directed ministries and branches to build simple reporting forms, increase the application of information technology, digital transformation, and soon complete the database system of sectors and fields to reduce the workload for communes and ensure that information and data are updated promptly and accurately.
Delegate Lo Thi Luyen also proposed that the Government speed up the progress and roadmap of salary reform, moving towards paying salaries according to job positions linked to the evaluation results of cadres and civil servants.
