At the group discussion session this morning, October 21, based on local practice, National Assembly Delegate Lo Thi Luyen (Dien Bien) expressed her strong support for the Government's proposal to merge the three national target programs on sustainable poverty reduction, new rural construction, and socio -economic development in ethnic minority and mountainous areas.

The reason is that the implementation of the past 3 programs has encountered difficulties, obstacles and shortcomings such as: it could not be implemented in 2021, and only at the end of 2022 did the documents guiding the implementation of the program complete, with a total of 43 legal documents and more than 100 guiding documents. The implementation process had to be adjusted many times with complicated procedures; total disbursement by the end of September 2025 reached 68% of the plan, of which investment capital reached 76.2%, public capital 57.5%; it is expected that by the end of 2025, all capital for the national target program will not be disbursed...

"Voters and local state management agencies, and I personally thank the National Assembly and the Government for listening to and understanding the opinions and aspirations of the people and local management agencies, and National Assembly deputies regarding the implementation of the 3 National Target Programs in the recent period, from the supreme supervision between the stages of program implementation, the National Assembly issued a special Resolution to overcome the shortcomings in program implementation, and finally agreed on the policy of merging the 3 Programs," delegate Lo Thi Luyen expressed.

In addition, delegates also suggested that it is only necessary to issue one National Target Program covering many fields, and apply and implement projects related to which fields are particularly difficult and need support in those areas.

"It is only necessary to issue one program called "National target program for socio-economic development of extremely difficult areas". The Government will issue specific criteria for what is considered an extremely difficult area. The implementation of the Program has only one management and operation mechanism; focusing on implementation resources to achieve clear results; decentralizing and delegating power to localities to proactively implement and take responsibility. Finally, the organization and implementation of the Program must achieve the specific targets and objectives set out in the program (people are encouraged to strive to rise up, socio-economic development, policies must "awaken" the internal strength, the people's efforts to rise up, people must give up the mindset of relying on the state, enjoying one-way benefits...", delegate Lo Thi Luyen emphasized.

In implementing the National Target Program, delegate Lo Thi Luyen also suggested that localities that have not yet balanced their budgets and are receiving central budget support of 70% or more should not be required to provide counterpart funding. The reason is that the more difficult the locality is, the more funding is allocated to implement the program, but the local budget is limited and there is no funding to provide counterpart funding for implementing the Program.

Sharing the opinions and proposals of delegate Lo Thi Luyen, Chairman of the Ethnic Council Lam Van Man, National Assembly delegate of Can Tho city, said that the merger of the three target programs aims to avoid cumbersome administrative procedures, overlaps, duplications, and dispersion, ensuring concentration, focus, and key points.

In particular, "in the direction of designing the upcoming program, under the direction of the Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man and the Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, ministries, branches and agencies of the National Assembly will coordinate from the beginning, strongly implementing the policy of decentralization and delegation of power", said the Chairman of the Ethnic Council.

Accordingly, the Central Government will decide on the goals, some principles, and arrange the total capital for localities. All other matters will be delegated to localities based on the practical situation to organize and implement in accordance with the spirit of "locality decides, locality does, locality is responsible" and people in the localities will benefit.

"With such a motto and approach, we will overcome the past limitations, especially the spread and overlap, creating conditions for quick implementation and ensuring the goals. The Central Government will strengthen inspection and supervision so that localities can properly implement the goals set by the National Assembly and the Government," the Chairman of the Council of Nationalities emphasized.
