Focus on perfecting the legal framework to guide localities
National Assembly Chairman Tran Thanh Man agreed with the assessment of National Assembly deputies in Group 11 (including the National Assembly Delegation of Can Tho City and the National Assembly Delegation of Dien Bien Province) on the results achieved in socio -economic development in 2025 and the past 5 years, especially in the extremely difficult general context, our economy has risen to 32nd place in the world, with an economic scale of about 510 billion USD, average income per capita of about 5,000 USD...

The country's international position and prestige are increasingly enhanced. Most recently, a very proud event was that we were supported by 180/189 countries to be elected to the United Nations Human Rights Council.
Acknowledging the profound opinions of National Assembly deputies, especially the recommendations on decentralization, delegation of power, and operation of the two-level local government model in special areas such as mountainous areas, the National Assembly Chairman stated that the Politburo and the Secretariat have held many meetings, even weekly meetings, to direct the Government Party Committee, the National Assembly Party Committee, and relevant ministries and branches to resolve and remove difficulties.
The National Assembly Chairman said that the reorganization of the apparatus of central agencies has been about 6 months, and that of two-level local governments is about 4 months with a huge workload, unprecedented. "International public opinion highly appreciates Vietnam's smooth and effective reorganization of the apparatus," the National Assembly Chairman said, emphasizing that this is the result of close direction from the Politburo and consensus of the entire political system.

The National Assembly Chairman also acknowledged the reality that in the initial phase of implementing the new model, the division of functions and tasks between levels in a number of areas is still overlapping and not consistent, such as land, construction, justice, civil status... Besides, there are some shortcomings in terms of facilities, geographical distance, information technology infrastructure, and guiding documents that are still inconsistent or have not been issued fully and promptly.
"Regarding these issues, comrades can rest assured that the Politburo has directed the National Assembly Party Committee and the Government Party Committee to continue reviewing and adjusting. For any content stipulated by law, there must be decrees and circulars to guide and create favorable conditions for local authorities to operate effectively," the National Assembly Chairman emphasized.
The National Assembly Chairman also said that the current lack of a strict monitoring mechanism has led to some initial limitations in the operation of the two-level local government model. Therefore, the provincial level must regularly monitor the commune level, and supplement any deficiencies.
The National Assembly Chairman requested the Government, ministries and branches to focus on perfecting the legal framework to guide implementation for localities; deploy synchronous solutions, focus on administrative reform, improve capacity, support resources for localities; review staffing, assess staff capacity to decentralize, delegate power, and assign staff appropriately and effectively.
Along with that, the National Assembly Chairman also noted that it is necessary to urgently establish public service units to provide basic public services at the commune level; at the same time, encourage non-state enterprises to participate; especially, it is necessary to increase investment in infrastructure and technology, prioritize investment in information technology infrastructure, upgrade servers to connect smoothly from the province to the grassroots..., if there is no digital transformation, no application of artificial intelligence, no matter how many people there are, there will not be enough.
Restructuring the economy comprehensively and substantially
Regarding the goals, tasks, and key solutions for socio-economic development in 2026 and the coming period, the National Assembly Chairman agreed with the contents reported by the Government to the National Assembly; at the same time, he emphasized the need to focus on perfecting institutions, removing legal bottlenecks; improving the executive capacity of the state apparatus; and promoting the pioneering role of cadres and party members in innovation, creativity, and serving the people.
According to the National Assembly Chairman, the most important requirement is to ensure macroeconomic stability, economic growth must be associated with macroeconomic stability, care for social security; innovate the growth model from breadth to depth, promote digital transformation, develop green economy and knowledge economy.

At the same time, it is necessary to continue restructuring the economy comprehensively and substantially, focusing on three pillars: restructuring industries and sectors towards improving productivity; restructuring economic sectors, promoting the leading role of the state economy; restructuring territories and public investment.
The National Assembly Chairman also noted the implementation of breakthroughs in developing high-quality human resources, especially in high-tech, healthcare, education, and corporate governance sectors; developing synchronous infrastructure, completing key national projects, transport infrastructure, information technology, and logistics; improving the quality of healthcare and education, ensuring social security and health care for the people, especially the elderly and people in difficult circumstances...
"To achieve the above goals, we must make institutional breakthroughs. If we want institutional breakthroughs, the National Assembly itself, when the Government submits to the National Assembly draft laws and draft resolutions to remove difficulties for the country's development and improve the management capacity of the state apparatus, we must promptly consider and make the most timely decisions," the National Assembly Chairman emphasized.
Believing that there are still many tasks and work to be done in the coming time for the country to firmly step into the new era, successfully achieving the two development goals by 2030 and 2045, the National Assembly Chairman also noted that it is necessary to strengthen political and ideological work in depth, each cadre, party member, civil servant and public employee must have confidence, effectively perform their roles and responsibilities, and best serve the people and businesses. "For the country to develop, we ourselves, each citizen, each family must make products and contribute to society," the National Assembly Chairman stated.
