Continuing the 10th Session, this afternoon, October 21, the National Assembly discussed in groups the Reports on the 2021-2026 term of the President and the Government; the draft Report on the 15th term of the National Assembly; the Reports on the 15th term of the National Assembly Standing Committee, the Ethnic Council, the Committees of the National Assembly, the State Audit; the Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy.

At Group 11, the National Assembly deputies assessed that during the term, the National Assembly , the Government, the President, and the agencies have been proactive, creative, strongly innovative, daring to think and dare to do, especially in perfecting institutions, administrative reform, digital transformation, AI application, creating development institutions, unlocking resources, caring for people's lives, and integrating deeply.

Most Venerable Thich Duc Thien, National Assembly deputy of Dien Bien province, said that voters and Buddhist monks and nuns expressed their excitement and strong faith in the leadership of the Party and State, headed by the General Secretary, President, Prime Minister and National Assembly Chairman. National pride is expressed through major events such as the 70th anniversary of Dien Bien Phu's liberation, the 50th anniversary of the liberation of the South, and the 80th anniversary of the August Revolution and National Day September 2.

Although the context of the 2021-2025 term has many difficulties (complicated international situation, Covid-19 pandemic, complex natural disasters...), our country still achieved important achievements. The economy and society developed at a proud growth rate. Social security is concerned, taking people as the center . The religious life of the people is of concern to the leaders of the Party, State and authorities at all levels.

According to delegate Thich Duc Thien, the President has excellently completed his tasks, including sending strong messages at the United Nations, enhancing international position and prestige, and affirming our country's foreign policy in the context of many changes in the world.

The National Assembly completed a huge amount of work with 19 sessions, at the same time had many innovations in organization and activities, especially building a digital National Assembly, applying AI; and being active in foreign affairs activities. .

Delegate Thich Duc Thien affirmed that the results and marks during his term create confidence in the development and future of the country, creating a solid foundation for the coming period. .

Strengthening social criticism, participation of experts and people in legislative activities

Acknowledging the country's positive achievements in socio-economic, national defense and security, foreign affairs and social security in the 2021-2025 period, Chairman of the Council of Nationalities Lam Van Man emphasized that the 15th National Assembly excellently completed its tasks in the context of many challenges and a huge workload, especially in the last four sessions of the term.

Regarding the constitution and legislation, the Chairman of the Nationalities Council stated that the National Assembly has successfully institutionalized the Party's policies, especially the amendment and supplementation of a number of articles of the 2013 Constitution with 470/470 National Assembly deputies present in agreement, reaching 100%; passed 45 legal resolutions, amended many laws to implement the policy of streamlining the organizational apparatus, and building a two-level local government model.

The Chairman of the Nationalities Council proposed that the 16th National Assembly continue to study shortening the legislative process; increase social criticism and participation of experts and people; and that the National Assembly continue to be the pillar of institutional building, meeting integration requirements, and proactively and deeply meeting international integration requirements.

In the supervision activities, the Chairman of the Nationalities Council agreed with the opinions highly appreciating the National Assembly's supreme supervision activities with 7 topics, the questioning, thematic supervision and re-supervision activities were also conducted methodically, substantially, in depth, contributing to removing many bottlenecks. Thereby, the Chairman of the Nationalities Council suggested that the National Assembly continue to improve the post-supervision mechanism; enhance the role of National Assembly deputies in supervision and criticism, especially at the grassroots level...

Delegates said that without technological support, the National Assembly would find it difficult to complete its task of reviewing and passing a large number of laws and resolutions like in this term.

Appreciating the comments, suggestions and recommendations of the National Assembly deputies on the activities of the 15th National Assembly, National Assembly Chairman Tran Thanh Man emphasized that the National Assembly has made great changes in its activities, especially in the past year. In particular, the National Assembly has strongly innovated its thinking on law-making, the law-making process, promoted digital transformation, digitization, and applied artificial intelligence very effectively in law-making activities; proactively, creatively, actively, and prepared early from afar.

The National Assembly has promoted its role of “being one step ahead in terms of institutions”, promptly responding to new situations, meeting the practical requirements of life; policies always put people and businesses at the center, actively removing difficulties and obstacles to contribute to liberating production capacity, mobilizing and effectively using all resources for the cause of national development. Thanks to that, in a short time, the National Assembly has passed a large number of laws and resolutions, ensuring quality.

The National Assembly Chairman hopes that the 16th National Assembly will further innovate in its thinking on law-making, its working methods, and its implementation of regulations and meeting programs to achieve the ultimate goal of efficiency and quality of laws and resolutions passed by the National Assembly, which will truly come into life and meet practical requirements. Based on the direction of competent authorities and the Government's submission, the National Assembly will continue to address urgent and key issues to remove bottlenecks to the country's development, as Uncle Ho advised, "Nothing is difficult, only fear of not being steadfast, digging mountains and filling seas, determination will surely make it happen."

Clarifying the accountability of regulatory agencies when law enforcement encounters difficulties

    Regarding the Government, National Assembly Deputy Le Minh Nam (Can Tho) highly appreciated the Government's proactive, flexible, and creative role in proposing policies and laws to help restore the economy after the Covid-19 pandemic, institutionalizing the policy of decentralization and delegation of power, and implementing the arrangement of the apparatus and two-level local government...

    Pointing out some shortcomings and limitations in the work of law-making, delegate Le Minh Nam emphasized that in the coming time, it is necessary to further improve the quality of legal documents, closely following the guiding viewpoints of Resolution No. 66, that is: closely following reality, standing on the practical land of Vietnam, selectively absorbing the quintessence of human values, ensuring systematicity, seizing all opportunities, opening the way, unleashing all resources, making the legal system a competitive advantage, a solid foundation, a strong driving force for development, creating room to promote economic growth, improve people's lives and ensure national defense and foreign security.

    In particular, delegates suggested that it is necessary to pay attention to assessing the impact of policies seriously, scientifically and objectively to ensure the quality of legal documents. It is necessary to pay more attention to orientation and closer supervision to ensure that legal documents not only remove bottlenecks and bottlenecks but also build, create, guide and create competitive advantages in the coming time.

    The Government needs to focus on strengthening the task of guiding the implementation of the law, organizing the implementation and compliance with the law; promptly issuing documents guiding the implementation of the law that take effect at the same time as the law to ensure the policy's objectives. Review, evaluate and summarize the implementation of the law to remove existing bottlenecks and obstacles; clarify the accountability of state management agencies in law enforcement.

    Delegate Le Minh Nam also suggested linking the streamlining of the apparatus with the level of application of science and technology, digital transformation and artificial intelligence (AI). Where technology is applied well and can replace humans, priority should be given to streamlining. There needs to be an investment solution using AI to replace humans to ensure productivity, savings and no work congestion.

    In addition, the Government needs to pay attention to developing a strategy to deal with structural unemployment, stemming from economic restructuring, application of science and technology, digital transformation and AI. There needs to be proactive policies and adaptive solutions (training, retraining, career conversion) to overcome negative impacts and ensure that workers meet new requirements.
