On January 10, the Quang Binh Economic Zone Management Board held a ceremony to hand over the investment policy decision and investment registration certificate for the Cam Lien Industrial Park (IP) Infrastructure Construction and Business Investment Project.

Previously, on November 15, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 1388/QD-TTg approving the investment policy of the Cam Lien Industrial Park infrastructure construction and business project in Cam Thuy, Thanh Thuy and Ngu Thuy Bac communes, Le Thuy district, Quang Binh province. At the same time, the investor was approved as Capella Quang Binh Investment Company Limited (under Capella Real Estate Joint Stock Company). The project has a scale of 450 hectares, with a total investment capital of over VND 2,200 billion.

Speaking at the ceremony, Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu emphasized that this is the first project in the field of industrial park infrastructure construction in the province to be attracted by capital sources outside the state budget.

“This event is an important milestone in the journey of developing the industrial sector of Quang Binh province. This demonstrates the province's continuous efforts in improving the investment and business environment, creating trust and attracting the attention of investors/large-scale secondary projects, applying modern and environmentally friendly technology,” Vice Chairman Phan Phong Phu emphasized.

According to Vice Chairman Phan Phong Phu, with its favorable geographical location, Cam Lien Industrial Park will become a strategic destination for investors, making an important contribution to promoting the province's socio-economic development; improving competitiveness, attracting large resources, creating jobs, and improving people's lives.

To implement the project on schedule, Vice Chairman of the People's Committee of Quang Binh province Phan Phong Phu requested the investor to fulfill the commitment to mobilize enough capital to implement the project to ensure the target, starting construction in the third quarter of 2025.

Closely coordinate with departments, branches and localities in preparing and implementing infrastructure investment. Promote investment to attract secondary investors, ensure effective exploitation of industrial parks and promptly report difficulties and problems for support, handling and progress assurance.

In addition, the Vice Chairman of the People's Committee of Quang Binh province also directed departments, branches and localities to guide and support investors in completing related documents, advising, appraising, and submitting to the People's Committee for consideration and decision on the following issues: handling public assets within the project scope; converting forest use purposes and exploiting timber; approving groundwater exploitation to supply water to industrial parks; converting land use purposes and allocating land to investors.

Unify the boundary of the adjusted planning of Cam Lien Industrial Park so that investors have a basis to prepare and submit for appraisal the planning adjustment; adjust and supplement the power planning, and prepare a plan for investing in power infrastructure to meet the operational needs of Cam Lien Industrial Park.

Complete procedures on investment policy and investor selection for the Cam Lien Industrial Park Service Urban Area Project to facilitate the implementation of the Cam Lien Industrial Park Infrastructure Investment and Business Project, ensuring synchronization between industrial infrastructure and urban services, meeting the needs of workers and experts at Cam Lien Industrial Park.

For his part, Mr. Bui Dinh Chien, General Director of Capella Real Estate Joint Stock Company, said that the current plan of the enterprise is to focus on compensation and site clearance and organize the project groundbreaking in October 2025 to celebrate the Provincial Party Congress. This is currently the most important task of the investor, so the enterprise requests the leaders of Quang Binh province to continue to pay attention and direct the People's Committee of Le Thuy district so that compensation and site clearance work can be carried out on schedule.
