Strive to submit to the Ministry of Construction for appraisal the Adjustment of the General Planning of the Economic Zone

This afternoon, February 21, Acting Chairman of the People's Committee of Quang Tri province, Ha Sy Dong, chaired a working session with relevant departments, branches and localities to listen to reports on the task of adjusting the master plan for the construction of Lao Bao Special Economic - Commercial Zone until 2045.

The Prime Minister approved the adjustment of the Master Plan for the construction of the Lao Bao Special Economic-Commercial Zone in February 2024. Up to now, the Provincial Economic Zone Management Board has presided over and coordinated with the locality to collect opinions from the community, and at the same time, received comments from 13 relevant agencies and units, and currently the task of adjusting the Master Plan for the construction of the Lao Bao Special Economic-Commercial Zone, Quang Tri province until 2045 has been completed.

Reporting at the meeting, the leader of the Provincial Economic Zone Management Board said that the scope of the planning adjustment area has an area of ​​15,804 hectares, including Lao Bao town, Khe Sanh and 5 communes: Tan Thanh, Tan Long, Tan Lap, Tan Lien, Tan Hop in Huong Hoa district. The boundary of the study adjustment to the North borders Huong Tan commune; to the South borders Thuan and Huong Loc communes; to the East borders Dakrong commune, Dakrong district; to the West and Southwest borders Densavanh Commercial Area, Savannakhet province (Laos).

The goal of the planning adjustment is to build Lao Bao Special Economic - Commercial Zone into a dynamic and sustainable economic growth pole of Quang Tri province; in line with Vietnam's border gate economic development strategy, Quang Tri province's planning for the 2021-2030 period, with a vision to 2050 and local and national socio-economic development orientations.

Based on the report, representatives of relevant departments, branches and localities discussed and exchanged key issues that need to be resolved and updated in the planning. These included studying the main existing problems in implementing management and investment development; updating the main directions of the National and higher-level planning; increasing land fund for trade, service, logistics, non-tariff development... to meet the development requirements as expected by the East-West Economic Corridor (EWEC)...

Concluding the working session, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized that the planning adjustment aims to build Lao Bao town into a comprehensive trade - service - tourism center, towards forming a common cross-border economic - trade zone of Lao Bao (Vietnam) - Densavanh (Laos).

Therefore, it is recommended that departments, branches, localities, and consulting units focus on specifically analyzing the potential and advantages of regional connectivity, international cooperation, human resources, attracting investment in energy development, high-tech agriculture, trade, logistics, etc. Thereby, providing estimates of investment costs to complete infrastructure and upgrade international border gates to meet the needs of development orientations.

At the same time, pay attention to the organization of architectural space, land use planning, and functional zoning with high feasibility and synchronization to promote the local potential and neighboring areas in attracting investment; create livelihoods for people, contribute to the arrangement and stabilization of the population in border communes between Vietnam and Laos. Research, recommend, and develop preferential policies on trade, services, and investment attraction in border gate areas, and synchronously improve administrative procedures....

The consulting unit received comments at the working session to supplement and update in order to strive to soon complete the task of Adjusting the master plan for construction of Lao Bao Special Economic - Commercial Zone, Quang Tri province until 2045, submitting it to the Ministry of Construction for appraisal in early March 2025; submitting it to the Prime Minister for consideration and approval in the first quarter of 2025 and completing the Planning Adjustment Project for approval in 2025.
