According to the authorities on duty at the scene, the intersection is currently flooded about 30 cm. At this time, many people passing by have symptoms of numbness in their limbs, some even collapsed, suspected to be affected by the electric current leaking under the water.

As soon as the incident was discovered, the working group of Traffic Police Team No. 6 ( Hanoi Traffic Police Department) quickly contacted the electricity unit; coordinated to check, identify the source of the electric leakage and promptly fix it, ensuring safety for people and vehicles passing by.
To prevent recurrence, Traffic Police Team No. 6 has mobilized specialized vehicles to help transport people and vehicles through flooded areas and guide them to move along safe routes.
Speaking to reporters, Lieutenant Colonel Pham Van Chien, Captain of Traffic Police Team No. 6, said: "In the face of complicated developments due to the impact of the storm's circulation, the unit has proactively deployed response plans, mobilized officers and soldiers to be on duty at points at risk of flooding to regulate traffic, and is ready to support people when unexpected incidents occur."
Hanoi Traffic Police Department also recommends that people do not go through deeply flooded areas, avoid stopping or parking vehicles near electric poles, transformer stations or exposed power lines to ensure safety during storms.
