The Central Steering Committee for Judicial Reform has assigned the Party Delegation of the Vietnam Lawyers Association (now the Party Committee of the Vietnam Lawyers Association) to preside over the development of the Project "Summary and evaluation of the people's defense attorney institution to find solutions in the coming time" to study a number of theoretical issues, evaluate the practical implementation of this institution in the past time, and thereby propose solutions to perfect the people's defense attorney institution in the judicial system.
After a period of careful research and development, the Editorial Team has completed the draft of the Project. Organizing a workshop to collect comments from experts, scientists , jurists, lawyers, practitioners and representatives of prosecution agencies is an important step, thereby continuing to complete the Project, and soon submitting it to the competent authority as required by the Central Steering Committee for Judicial Reform.

Attending the workshop were President of the Vietnam Lawyers Association Nguyen Khanh Ngoc; Permanent Vice President of the Vietnam Lawyers Association Tran Cong Phan; Vice President of the Vietnam Lawyers Association Nguyen Huu Chinh, members of the Steering Committee, the Editorial Team for the project, representatives of specialized departments and units under the Vietnam Lawyers Association.
There were also representatives from the Central Internal Affairs Committee, the Mass Organization Work Committee, the Committee for Democracy, Supervision and Social Criticism - Central Committee of the Vietnam Fatherland Front, the Supreme People's Procuracy , the Supreme People's Court, the Vietnam Bar Federation, Hanoi Law University, and the Hanoi Bar Association.
People's defender is a judicial entity with the status of a defender in criminal proceedings, appearing very early in the history of Vietnamese justice.
Recognizing and promoting the role of people's defenders is not only an inheritance of democratic traditions in judicial activities, but also a concrete step in the process of perfecting the socialist rule of law state, strengthening tools to protect justice, human rights, civil rights as well as the legitimate rights and interests of organizations and individuals.
At the workshop, delegates presented many viewpoints, analyzed, commented, and shared issues related to the project, focusing on the theoretical basis, the process of formation and development of the people's defense attorney system in Vietnam, the results achieved as well as the limitations and shortcomings in the implementation process, and at the same time proposed orientations, viewpoints, and a number of groups of solutions to perfect the legal mechanism for people's defense attorneys in the coming time, ensuring compliance with the requirements of judicial reform and building a socialist rule-of-law state.

In addition, delegates also recommended that the Project should clarify the standards and methods of operation of people's defenders; policies on support, training, and fostering of legal knowledge, remuneration regime for defenders; and scope of application to suit reality and improve operational efficiency.
Acknowledging that the delegates' contributions were very frank, responsible and valuable, Mr. Nguyen Khanh Ngoc, Chairman of the Vietnam Lawyers Association, emphasized: "The Vietnam Lawyers Association will fully synthesize and continue to revise them to submit to competent authorities for consideration in the coming time. The important thing is to design a suitable model that meets the increasingly high requirements of practice, ensures practicality, is people-oriented, and serves the goal of building a professional, modern, fair and humane judiciary."
In the context of promoting the construction of a socialist rule-of-law state, perfecting the people's defense lawyer system is of great significance in ensuring the right to defense, enhancing the publicity and transparency of judicial activities, and at the same time creating a mechanism to mobilize people's participation in protecting justice.
