At the reception, the Vice Chairman of the National Assembly expressed his delight at the developments in the Vietnam-France relationship in recent times, especially the two countries' upgrading to a Comprehensive Strategic Partnership during the official visit of General Secretary and President To Lam to France in October 2024, making France Vietnam's first Comprehensive Strategic Partner in the European Union (EU).
The Vice Chairman of the National Assembly emphasized that the exchange of delegations, especially high-level delegations, between Vietnam and France in recent times is a clear demonstration of the determination of both sides in concretizing the new cooperation framework; he suggested that France continue to be an active bridge in promoting cooperation in Vietnam - EU relations.
Appreciating the active, vibrant and effective cooperation of the two friendship parliamentarian groups in recent times, the Vice Chairman of the National Assembly hoped that the visit to Vietnam by the France - Vietnam Friendship Parliamentarians Group would continue to promote and concretize high-level agreements between the two countries into practice, bringing about more concrete and substantial results. The France - Vietnam Friendship Parliamentarians Group of the French Senate will continue to actively contribute to bringing the Vietnam - France Comprehensive Strategic Partnership in general and the cooperation between the two countries' parliaments into deeper and more practical depth.
Summarizing the official implementation of the two-level local government model in Vietnam, the Vice President of the National Assembly suggested that the French Senate continue to support Vietnam in building and perfecting the rule of law state, the legal system and enhancing the role of the National Assembly and elected bodies; strengthen cooperation to promote and effectively monitor cooperation agreements signed between the two countries, create conditions for ratification of bilateral cooperation agreements; and share experiences in national development.
Informing about Vietnam's economic development orientation associated with green transformation, digital economy, circular economy and carbon neutrality in the coming time, the Vice Chairman of the National Assembly hopes that France will share its experience and support in core technology, energy, railways, nuclear power and many other fields; consider hosting the 13th Conference on Cooperation between French and Vietnamese localities soon, contributing to promoting people-to-people exchange and connecting localities of the two countries.
The Vice Chairman of the National Assembly also hopes that French parliamentarians will support and speak out to lobby the European Commission (EC) to consider removing the IUU yellow card for Vietnamese seafood as soon as possible; support and urge the remaining EU member states to soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA) so that the Agreement can soon come into effect, bringing benefits to investors and people of the two countries.
Thanking the Vice Chairman of the National Assembly for taking the time to meet him, Senator Alain Cadec expressed his delight at the good cooperation between the two countries and the two legislative bodies in recent times; emphasizing that the visit aimed to continue the diverse and dynamic relationship between France and Vietnam.
Believing that the two countries still have much potential for cooperation in the fields of economics - trade, infrastructure development, renewable energy, climate change response, high-quality human resource training, etc., Senator Alain Cadec affirmed his readiness to cooperate and exchange experiences with Vietnam in the fields of legislation, supervision, and decision-making on important issues of the country.
Senator Alain Cadec affirmed that France will actively speak out to lobby the EC to consider removing the IUU yellow card for Vietnamese seafood soon; and is ready to share experiences and support Vietnam in preventing the "3 no" fishing and exploitation of seafood.
Regarding EVIPA, Senator Alain Cadec said that French senators fully support the early ratification of EVIPA; they will actively lobby other parliamentarians in the French National Assembly as well as the remaining EU member states to soon ratify this agreement.
