Briefly presenting the Report on the draft 2026 Legislative Program, Vice Chairman of the Committee on Law and Justice Nguyen Phuong Thuy said that since the beginning of 2024, the National Assembly has issued 69 laws and 33 resolutions; the National Assembly Standing Committee has issued 4 ordinances, 36 legal resolutions and 18 resolutions adjusting the Program.
According to the decided Program, at the Tenth Session, the National Assembly will consider and pass 42 laws and 3 resolutions, and is expected to continue to add a number of other projects.
Regarding the viewpoints and orientations for establishing the 2026 Legislative Program, the Standing Committee of the Law and Justice Committee agrees with the proposal to establish and adjust the 2026 Program to thoroughly grasp the following basic viewpoints and orientations:
Firstly, prioritize the inclusion in the Program of projects to promptly institutionalize the Party's policy on reorganizing the apparatus of the political system, implementing a two-level local government, promptly removing institutional difficulties and obstacles, creating breakthroughs to develop science, technology, innovation and digital transformation, promoting all resources, creating new development space for each locality and the whole country...
Second, the projects included in the Program are consistent with the policy of perfecting the structure of Vietnam's legal system, meeting the requirements of national development in the new era; are the results of implementing the tasks in the Program Orientation Project for the XV term; are the tasks proposed to be included in the Program Orientation for the XVI term.
Third, the inclusion of the project in the Program needs to take into account the specific characteristics of 2026; pay special attention to the quality of drafting work; and comply with the provisions of the Law on Promulgation of Legal Documents.
Regarding specific content, Deputy Head of the Committee on Law and Justice Nguyen Phuong Thuy said that the Government proposed to include 41 projects in the 2026 Program.
Specifically, 14 laws were submitted to the National Assembly for consideration and approval at the First Session of the 16th National Assembly, 20 laws and 2 resolutions at the Second Session of the 16th National Assembly; 1 ordinance and 4 resolutions were submitted to the National Assembly Standing Committee for consideration and approval.
The Standing Committee also found that the Submission and documents proposing to include projects in the 2026 Program basically complied with the provisions of the Law on Promulgation of Legal Documents. In addition, there are still some proposals that do not provide sufficient information as required (no content on the scope of regulation, new issues, new trends). The Standing Committee requested the National Assembly Standing Committee to pay attention to the Government's attention, direction and specific guidance to continue improving the quality of Program preparation in the coming time.
Regarding the draft Law on Handling of Administrative Violations (amended), the Standing Committee of the Committee received Document No. 4270/BCA-V03 of the Ministry of Public Security requesting the Committee to report and propose to the Standing Committee of the National Assembly to consider and adjust the time of submitting the draft Law to the National Assembly for comments from the First Session (as proposed by the Government) to the Second Session.
Through research, the Standing Committee agrees with the proposal of the Ministry of Public Security because this is a law that has a large and regular impact on the rights and legitimate interests of organizations and individuals, and the scope of the amendment is comprehensive, so it is necessary to carefully assess the impact and widely collect opinions from the people...
Based on the principles of formulating the 2026 Program and the opinions of the National Assembly agencies, Vice Chairman of the Committee Nguyen Phuong Thuy said that the Standing Committee of the Committee respectfully submits to the National Assembly Standing Committee a draft legislative program for 2026, including 39 draft laws, ordinances, and resolutions as the draft Resolution of the National Assembly Standing Committee, with the full Submission attached.
Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that with the spirit of close coordination between the Government, ministries, branches and National Assembly agencies, the agencies have carefully prepared the Submission and documents proposing to include the projects in the 2026 Program.
The Vice Chairman of the National Assembly suggested that it is necessary to add an appendix assigning tasks to implement the Resolution on the 2026 Legislative Program; at the same time, add a Conclusion notice specifying the tasks that need to be completed in each quarter, month or some tasks that need to be carried out "overhead", so that agencies can coordinate well in implementation.
At the session, 100% of the National Assembly Standing Committee members present approved the Resolution on the 2026 Legislative Program.
