According to Deputy Prime Minister Tran Hong Ha, the policy of assigning the Ho Chi Minh City People's Committee to study and implement the Thu Thiem - Long Thanh airport railway project has been oriented in the project to develop the urban railway network system in Hanoi and Ho Chi Minh City until 2035, approved by the Politburo and directed by the Prime Minister.

According to the railway network planning for the 2021-2030 period, with a vision to 2050 and regulations in Article 20 of Railway Law No. 95, the Thu Thiem - Long Thanh railway is a national railway line, under the investment management authority of the Ministry of Construction.

Therefore, the Ministry of Construction's proposal to assign the Ho Chi Minh City People's Committee as the project's governing body is not in accordance with the provisions of Clause 1, Article 30 of the Law on Public Investment. The Deputy Prime Minister requested the Ministry of Construction to learn from experience in reporting and proposing to the Prime Minister the above inappropriate contents.

Deputy Prime Minister Tran Hong Ha assigned the Ho Chi Minh City People's Committee to promptly receive documents and research results related to the project from the Ministry of Construction. At the same time, proactively study investment plans to be able to implement them as soon as the required conditions are met.

This is to speed up the project implementation progress, ensure synchronous exploitation of the Ho Chi Minh City urban railway network, and convenient connection between Tan Son Nhat and Long Thanh airports as directed by the Prime Minister.

The Deputy Prime Minister requested the Ministry of Construction to urgently complete the adjustment of the railway network planning for the 2021-2030 period, with a vision to 2050, to be completed by October 2025.

The People's Committee of Ho Chi Minh City and Dong Nai Province, based on the provisions of the Law on Public Investment, urgently review, research and implement necessary procedures, report to the Prime Minister to be the project's governing body in accordance with the correct order, procedures and authority. The tasks include adjusting the provincial planning, reporting to the People's Council to unify the project's governing body...

Thu Thiem - Long Thanh airport railway has attracted interest and proposals from businesses.

In fact, although there has not been an official decision to assign the authority, Ho Chi Minh City is currently studying investment options in parallel. This includes a plan to study the synchronous investment of the Thu Thiem - Long Thanh route and metro line 2 Ben Thanh - Thu Thiem with a total length of 47.8km.

Currently, Truong Hai Group Investment Joint Stock Company (THACO) has also proposed to study and invest in the Thu Thiem - Long Thanh railway line and metro line No. 2 (Tham Luong - Ben Thanh section; Ben Thanh - Thu Thiem). The form of investment can be EPC general contractor or direct investment according to the provisions of the Investment Law.

Meanwhile, the consortium of China Communications Construction Group - CIENCO4 Group Joint Stock Company (Vietnam) also proposed to the city to cooperate in accelerating the implementation plan of urban railway projects as the EPC general contractor (taking into account the financial support plan). The projects that the consortium is interested in include: Metro Line 2 (Ben Thanh - Tham Luong), Thu Thiem - Long Thanh railway and some other routes.
