What standards are required for Deputy Head of Department and equivalent in Hai Duong?

The standards for deputy heads of departments and equivalent positions are stated in the Regulations on standards, conditions, quantity and procedures for appointment, reappointment, and extension of term of office for civil servants leading and managing at department level and equivalent positions in specialized agencies under the People's Committee of Hai Duong province and the People's Committees at district level (issued together with Decision No. 26/2023/QD-UBND dated August 2, 2023 of the People's Committee of Hai Duong province).

Standards on capacity and work experience:

- Proficient in expertise, well organized and effective assigned tasks.

- Able to advise department leaders in drafting and issuing documents within their authority.

- Ability to lead, manage, operate, unite civil servants in departments and units under the department and coordinate with relevant agencies, organizations and individuals to perform assigned tasks well.

- Assessed and classified by competent authorities as having completed tasks well or better for 3 consecutive years prior to the time of being proposed for the first appointment to a leadership or management position.

- Other cases shall comply with the provisions of Article 13 of this Regulation and other provisions of law.

- Have worked in the field of state management for at least 2 years or worked in a public service unit for at least 5 years (excluding probationary period).

Standards on training and development levels:

- Professional expertise: University degree or higher, with expertise appropriate to the job position and assigned work.

- Appointed to the specialist rank or equivalent or higher. In case of being accepted from a public service unit, the training and development level must meet the standards of the specialist rank or higher.

- Political theory: Graduated from high school or higher.

- Information technology, foreign languages: Comply with current laws.

- Regarding knowledge and skills in leadership and management at the department level: Having completed a training course and having a certificate of training in leadership and management at the department level or equivalent according to regulations of the Government and the Ministry of Home Affairs .
