The "Digital Literacy for All" Movement in Ninh Binh: All people, comprehensive, narrowing the digital gap

The "Digital Literacy for All" movement in Ninh Binh has been and is being strongly and synchronously deployed from the provincial to communal levels, turning the major policy on digital transformation into specific and practical actions.

The whole political system got involved

With the spirit of "all people, comprehensive, no one is left behind", the "Digital Education for All" movement has been widely deployed throughout Ninh Binh province.

On September 19, Gia Vien commune organized a conference to deploy the "Digital Popular Education" movement in parishes in the area, with the participation of representatives of the Provincial Police, leaders of Gia Vien commune, organizations and dignitaries.

At the conference, the leaders of Gia Vien commune presented the plan for the "Digital Education for All" movement, including the purpose, content, specific targets and implementation solutions. In addition, the conference also equipped participants with basic digital skills; disseminated measures to secure and protect personal data in cyberspace; prevented and combated crimes and violations of the law online; introduced solutions and ways to limit risks when using non-cash payment methods...

Previously, on July 30, Ninh Binh Provincial Police coordinated with Phat Diem Commune People's Committee to organize a conference to launch the "Digital Education for All" movement. Up to now, 129/129 commune-level police units in the province have issued plans and implemented the movement.

The Ninh Binh Provincial Youth Union plays a pioneering role in implementing the movement. From July 1 to August 18, 2025, 100% of the Youth Union chapters closely coordinated with local Party committees, authorities and police to simultaneously deploy youth volunteer teams. More than 40,000 volunteers directly supported and helped over 120,000 people. They were on duty at commune-level public administrative centers, guiding people to submit online applications, use VNeID, fill out forms, and even went down to villages and households to disseminate online public services, digital social insurance and electronic taxes...

Propaganda work is promoted through many different channels, from loudspeakers, banners, to social networks... to spread the movement's message, helping people understand the meaning and benefits of learning and applying digital technology .

Synchronously deploy solutions

The "Digital Education for All" movement in Ninh Binh province has gradually entered social life, becoming a bridge to help people access modern information technology, in order to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, contributing to the effective implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030...

Previously, Plan No. 01-KH/BCĐ to implement the "Digital Education for All" movement in Ninh Binh was issued by the Provincial Steering Committee on Science - Technology Development, Innovation and Digital Transformation on May 16, 2025. One of the goals set is to narrow the digital gap between regions and population groups in the province; build a digital learning society, create conditions for people to learn for life and improve their qualifications in the digital environment.

The plan requires the "Digital Literacy for All" movement to be deployed comprehensively and widely to villages, hamlets, and residential groups, creating a movement for the entire population to compete in learning and practicing digital skills, actively participating in the digital transformation process; cadres and party members to be pioneers and exemplary in implementing the movement; turning the process of learning, practicing, improving and applying digital knowledge into the personal needs of each person...

The plan has set out 6 main groups of tasks and solutions including: communication and propaganda; organizing the implementation of regulations and instructions of the Central Government on the movement; deploying the program to popularize digital skills; organizing the implementation of platforms built by the Central Government; popularizing knowledge about digital transformation and digital skills for each target group; deploying models and movements to spread digital skills to the community.

With the participation of the entire political system, synchronous implementation of solutions, and response from the people, the implementation of the "Digital Education for All" movement has significantly contributed to equipping people with necessary digital knowledge and skills for application in daily life; grasping, utilizing, exploiting, and enjoying the achievements of science - technology, innovation and digital transformation. Thereby, forming digital citizens in the process of building a digital society, digital economy and digital government in Ninh Binh province.
