Vice Chairwoman of the National Assembly Nguyen Thi Thanh chaired the meeting to accept the book "History of the National Assembly of Vietnam, Volume V"

On the evening of September 26, at the National Assembly House, Party Central Committee member, Vice President of the National Assembly Nguyen Thi Thanh - Chairwoman of the Council for Acceptance of the book "History of the National Assembly of Vietnam, Volume V (2011 - 2026)" chaired the Council's meeting to evaluate and accept the work.

Comprehensive summary of the activities of the 13th, 14th and 15th National Assembly

Pursuant to Project No. 1856/DA-BCĐ dated August 29, 2023 of the Steering Committee for the 80th anniversary of the first General Election to elect the National Assembly of Vietnam, the Committee for Culture and Society was assigned to preside over and coordinate with the Ho Chi Minh National Academy of Politics , the Vietnam Academy of Social Sciences, and the Office of the National Assembly to research, compile, and publish the book "History of the National Assembly of Vietnam, Volume V (2011 - 2026)".

According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, “this is not only an important political task, of practical significance to celebrate the 80th anniversary of the Vietnamese National Assembly, but also a project that comprehensively summarizes the activities of the National Assembly in the last three terms; at the same time, summarizes and draws valuable lessons from an entire development period, directly serving the improvement of the quality and effectiveness of the National Assembly's activities in the new period”.

The work, edited by Associate Professor, Dr. Nguyen Danh Tien, Director of the Institute of Party History, Ho Chi Minh National Academy of Politics, has been basically completed after nearly two years of research and compilation. Based on the approved detailed outline, and inheriting the layout and structure of the book "History of the Vietnamese National Assembly" in previous volumes (Volumes I, II, III, IV) and authentic and reliable documents provided by the Office of the National Assembly, the Council of Nationalities and the Committees of the National Assembly, the Editorial Board has drafted the book including: Introduction, Foreword, Chapter I, Chapter II, Chapter III, Conclusion and Appendix.

The editorial board has tried to fully, comprehensively, accurately, objectively and scientifically present the development process of the organization and operation of the National Assembly of Vietnam in the period of 2011 - 2026, corresponding to the terms of the 13th, 14th and 15th National Assembly (in chronological order) on the basis of closely following the functions and tasks of the National Assembly (constitution-making, legislation, supreme supervision, deciding on important issues of the country and foreign affairs); commenting and evaluating historical events on the organization and operation of the National Assembly; analyzing achievements, limitations, summarizing experiences through the practical development process of the organization, apparatus, functions, tasks and operations of the National Assembly of Vietnam in the 13th, 14th and 15th terms.

Ensuring accuracy, objectivity and science

To draft a quality book, ensuring accuracy, objectivity and scientificity, during the compilation process, the Standing Committee of the Committee for Culture and Society held regular meetings with the Editorial Board to orient, discuss, agree on the reception and revision of the draft; sought comments from the Council of Ethnic Minorities, Committees of the National Assembly, the Office of the National Assembly (3 times); sought comments from former leaders of some Committees of the National Assembly, former Secretary General of the National Assembly, Head of the Office of the National Assembly... In addition, a workshop was held to seek comments from a number of experts, historical scientists, a number of former National Assembly deputies in the North and South; sought comments from 34 National Assembly delegations of provinces/cities on the book's appendix. The draft book has been consulted many times by leaders, former leaders of the National Assembly, relevant agencies and scientists. The Committee for Culture and Society also reported and asked for comments from the Standing Committee of the National Assembly.

At the meeting, the Council members assessed that the book has scientific and practical significance, recreating the development process, achievements and great contributions of the National Assembly to the cause of building, protecting and developing the country from 2011 to 2026, corresponding to the terms of the 13th, 14th and 15th National Assembly; thereby drawing lessons, serving to improve the quality and effectiveness of the National Assembly's operations in the new period.

The work is compiled on the basis of applying historical scientific research methods, harmoniously combined with logical, comparative, statistical, contrastive methods and a number of other specialized research methods, ensuring scientific, objective and comprehensive nature in the research and compilation process.

Council members suggested a consistent presentation and wording; clarifying the history of events with the history of functions; stating criteria for evaluating legislative/supervisory/foreign affairs effectiveness and measuring methods in the book. Clearly dividing the internal period into 3 stages: 2011 - 2013 (pre-2013 Constitution); 2013 - 2021 (post-Constitution, strong institutionalization); 2021 - 2026 (legislative innovation, digital transformation of the parliament), opening each stage stating the context, goals, and main characteristics. Adding some tables and comparative indexes by term/session to increase persuasiveness...

“The History of the National Assembly of Vietnam, Volume V, is a work of profound scientific value and practical significance, meticulously and seriously carried out, ensuring scientificity, objectivity and high accuracy. The work has successfully fulfilled its objectives and requirements, honestly and comprehensively reflecting the organization and operation of the National Assembly of Vietnam in the period 2011 - 2026,” Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized.

The Acceptance Council has evaluated and classified the acceptance results of the project with an average score of 8.645 points. Vice Chairwoman of the National Assembly Nguyen Thi Thanh requested the Editorial Board to study and absorb the Council's comments to the maximum, continue to edit and perfect the manuscript, ensuring the highest quality before publishing, so that the project is truly worthy of the historical milestone of 80 years of the Vietnamese National Assembly.
