The 1st National Assembly Congress, term 2025 - 2030 is a special political event, as assessed by General Secretary To Lam, the event "marks a new development step of the National Assembly Party Committee", "affirms our determination in building the National Assembly to truly be the highest state power body of the whole country, the highest representative body of our people".

The results of the activities of the National Assembly Party Committee for the 2020-2025 term are the inheritance and promotion of the great achievements of 80 years of the Vietnamese National Assembly. This Congress is a congress of innovation, clearly demonstrated from the content of the Political Report presented to the Congress, clearly showing the creative and innovative role of the National Assembly, especially in legislative work, demonstrating the determination of the National Assembly Party Committee in leading the National Assembly and its agencies to carry out the task of institutionalizing the viewpoints and resolutions of the Central Executive Committee and the Politburo.

The way the Congress is conducted also shows that we are institutionalizing and realizing the Party's policies and guidelines, especially on digital transformation. This Congress is a "paperless congress", delegates use QR codes to look up and download all Congress documents. Thoroughly implementing the "Digital Congress" model also shows that the National Assembly Party Committee is very quick to catch up with new trends, especially in the application of information technology and digital transformation.

Through participating in the activities of the Congress, I realize more clearly that this is a Congress of solidarity, discipline, democracy and innovation. The innovative spirit of the Congress will permeate the spirit and activities of each delegate representing the Party members of the Ethnic Council Party Committee, the Party Committees of the Committees, the State Audit Party Committee, the Party Committee of the National Assembly Office, thereby creating a stronger change in the implementation of the tasks assigned by the Party, the State and the People.

The presentations at the preparatory session and the official session of the Congress are not only contributions to the documents submitted to the Congress but also action programs of the Party Committees. The combativeness and practicality of the presentations are very high, showing the spirit, initiative, determination and positivity in performing professional work of the National Assembly agencies. The success of the Congress is a great source of motivation to strongly encourage all cadres, party members, civil servants, public employees and workers in the Party Committee and agencies of the National Assembly, the National Assembly Office and the State Audit to continue to strive to overcome all difficulties and challenges, determined to strive to best fulfill the goals and tasks set out in the Resolution of the Congress.

The 1st National Assembly Party Congress, term 2025 - 2030 took place in a jubilant atmosphere as the whole country had just successfully organized activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, and was preparing to celebrate the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.

This is also the first congress where the entire draft documents of the congress have been digitized via QR codes, showing that the National Assembly continues to promote digital transformation and the application of information technology in its operations. This is one of many examples of innovative solutions to improve the efficiency of the National Assembly's operations.

Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man has directed that in the next term, the National Assembly will move towards minimizing the meeting time, instead, assigning the National Assembly agencies to organize supervision, examine draft laws, draft resolutions and perform other functions and tasks on behalf of the National Assembly. I think that this is one of the breakthrough solutions in the coming time and to do that, the National Assembly agencies must have a complete and highly secure database. This requires the digital transformation in the National Assembly agencies towards a digital National Assembly to be completed soon. In the past time, the National Assembly has strongly implemented digital transformation. We have just deployed the platform "Digital Education for the People - Digital National Assembly". On the digital platform, the National Assembly will have the conditions to better perform its role and functions.

I was particularly impressed with the way the Congress was organized and conducted, ensuring solemnity and effectiveness. The Congress represented a new development in Party building work at the highest state power agency. The Congress set out specific directions, goals and tasks to continue innovating and improving the quality of the National Assembly's activities; closely linking Party building work with improving the effectiveness of legislative work, supervision and decision-making on important issues of the country. The Congress was also an opportunity to consolidate solidarity and unity within the entire Party, promote democracy, and spread the spirit of innovation, responsibility and dedication.

The 1st National Assembly Party Congress, term 2025 - 2030 took place in an atmosphere of innovation, democracy and responsibility, attracting the attention and great expectations of cadres, party members, civil servants, public employees and workers in the agencies of the National Assembly, the Office of the National Assembly and the State Audit. A special highlight of this Congress is that it is organized in a new “paperless” way, with all Congress documents, as well as instructions on preparing and organizing the Congress, being made on a digital platform. This is a clear demonstration of the spirit of innovation and modernization, while also concretizing the goal of building a “digital National Assembly”, promoting thrift practices and combating waste in the National Assembly’s agencies.

I believe that the important and breakthrough decisions, tasks and solutions adopted by the Congress will be actively, resolutely and successfully implemented.
