According to the report of the People's Committee of Tu Vu commune, at about 9:00 a.m. on September 16, at coordinates (21.018277, 105.309404), while fishing, people discovered an object suspected to be a bomb or mine, estimated to be about 0.3m in diameter and about 2m in length. Due to the process of riverbank sedimentation, the object was exposed. After the discovery, people reported it to the authorities.
Upon receiving the information, the Commune People's Committee assigned the Commune Military Command and the Commune Police to send people to the area where the people reported to verify the incident. After arriving at the scene and determining that this was an object suspected to be a bomb or mine, the Tu Vu Commune People's Committee directed local security forces to stretch ropes, cordon off the area, put up danger signs and organize guards to ensure safety, and report to the relevant authorities as prescribed.
Phu Tho Provincial Military Command sent a working group to the scene to directly inspect, initially temporarily assessing this as a magnetic bomb - a very dangerous bomb with a large amount of explosives, strong destructive power, wide range of influence (radius of influence of about 2km), especially absorbing electromagnetic waves, the impact object is solid metal that is very easy to explode. Phu Tho Provincial Military Command estimated the time to organize the movement and destruction within 7 - 10 days.
With dangerous factors, the functional units directed and advised inland waterway vehicles and people to strictly follow the instructions of the functional agencies, not to organize farming, not to go near the warning area until the bomb is moved to safe destruction, and to coordinate in the process of performing the task.
