The 1st Congress of the Phu Tho Provincial Party Committee: The dynamic growth pole of the Capital region

With careful and thorough preparation, the 1st Congress of the Phu Tho Provincial Party Committee, term 2025 - 2030, was a great success, opening a new page in the development process of the Ancestral Land after unification. From the spirit of solidarity, democracy and intelligence, the Congress ignited strong political determination, turning aspirations into actions, turning resolutions into reality, making Phu Tho rise to become a dynamic growth pole of the Capital region and the whole country.

Leading in criteria for effective communal-level public administrative centers

The 1st Congress of the Phu Tho Provincial Party Committee, term 2025 - 2030 with the theme: "Building a clean and strong Party Committee and political system in all aspects. Promoting the strength of solidarity and cultural traditions of the homeland; pioneering in innovation, creativity, digital transformation; creating breakthroughs for rapid and sustainable development, together with the whole country, self-reliant, confident, and strong progress in the era of national development" has become a special milestone, opening a new path after Phu Tho merged with Vinh Phuc and Hoa Binh .

The Political Report presented at the Congress showed that, despite facing many challenges, in the 2020-2025 term, the provinces before the merger and Phu Tho after the merger have promoted the tradition of solidarity, dynamism, creativity, overcome difficulties, and completed many important goals. The work of building and rectifying the Party and the political system has many positive changes. The economy grew by an average of 7.5% per year, higher than the national average, with the economic scale ranking 6th out of 34 provinces and cities and leading the Northern midland and mountainous region.

The investment and business environment continues to improve, infrastructure is invested synchronously, and the appearance of urban and rural areas has improved. Culture, education, health care, science and technology have made remarkable progress. Social security work is guaranteed, the poverty rate has decreased to 2.75% by 2025; temporary and dilapidated houses for people with meritorious services and poor households have been basically eliminated. Notably, after the merger, Phu Tho has become one of the leading localities in the country to complete the criteria for an effective commune-level public administrative center.

Center for convergence and dissemination of cultural values

The success of the Congress has spread strongly in social life. From the stage of collecting opinions from cadres, party members, and people to complete the documents, to the brilliant propaganda work on the streets and villages, the vibrant political atmosphere, trust and expectation are present on every face of the people of the Fatherland.

Speaking at the Congress, Politburo member and President Luong Cuong suggested that, immediately after the Congress, the Provincial Party Executive Committee, Term I, should urgently deploy the Action Program to implement the resolution, with clear goals, roadmap and resources, so that people can soon see breakthrough changes.

The President also requested that Phu Tho focus on improving the leadership capacity and fighting strength of the Party organization; linking the improvement of the quality of cadres and Party members with promoting the role of leaders; building a streamlined, effective, efficient, and people-friendly government apparatus, taking people's satisfaction as a measure. At the same time, the province needs to persevere in the viewpoint that people are the center, the subject and the goal of all development strategies; resolutely not to trade off the environment, culture and social security for mere growth.

Entering the 2025 - 2030 term, Phu Tho aims to become a growth pole of the Capital region; a center of industry, trade, logistics, healthcare and high-quality training by 2030; furthermore, to become a centrally-run city by 2045. By 2030, the average GRDP per capita will be more than double that of 2025, the total social investment capital will reach over 910,000 billion VND, the budget revenue will reach 85,000 billion VND, there will be over 45,000 operating enterprises...

To realize this goal, right after the Congress, the new Executive Committee committed to concretizing the Resolution with a detailed action program, with the spirit of "words go hand in hand with actions, promises must be fulfilled, decisions must be made to succeed". On that basis, the province has set out 6 key tasks and 3 strategic breakthroughs in the 2025 - 2030 term. That is, promoting administrative reform, focusing on administrative procedure reform; focusing on developing high-quality human resources, pioneering in the application of science, technology, innovation and digital transformation; building a synchronous and modern socio-economic infrastructure with a focus on rapidly developing logistics infrastructure, intra-regional and inter-regional transport infrastructure and new urban infrastructure.

The new term begins with a huge amount of work requiring the entire Party and government to continue to innovate thinking and action, and work together with the people of the whole province to compete to implement, creating new momentum and motivation. Identifying the great responsibility entrusted by the Party, State and People, in his speech accepting the new task, the new Provincial Party Secretary Truong Quoc Huy affirmed: The Executive Committee and the Standing Committee of the Provincial Party Committee will continue to improve their leadership capacity, join hands and successfully implement the goals and tasks set out in the Resolution of the Provincial Party Congress; build Phu Tho to develop rapidly and sustainably, worthy of being the homeland of the Fatherland, the center of convergence and dissemination of the cultural values ​​of the nation, together with the whole country to step firmly into the new era.

The Provincial Party Secretary hopes that the Provincial Party Committee will continue to receive the regular and profound leadership and direction of the Politburo and the Secretariat; the effective coordination and assistance of the Central Committees, ministries, branches, and other provinces; the trust, companionship, support, and sharing of all levels, branches, agencies, units, all cadres, party members, business community, and people of all ethnic groups in the province so that the Provincial Party Committee can successfully fulfill the important tasks assigned by the Party, State, and People.
