According to the report of the Military Command of Quang Ninh province: To respond to storm No. 10 (BUALOI), the Military Command of the province has strictly maintained the on-duty regime, operating the 112 switchboard, proactively monitoring and grasping the storm's developments; preparing forces and means to be ready to respond promptly and effectively when situations arise; absolutely ensuring the safety of people and means when participating in performing tasks... The Military Command of 54 communes, wards and special zones proactively advised local Party committees and authorities, inspected and reviewed key areas at risk of flash floods, landslides, riverbank and stream bank landslides, low-lying areas, and supported people to build houses and evacuate from dangerous areas. Coordinated with military units stationed in the area to prepare forces and means to help local authorities and people respond, overcome consequences and search and rescue...

The working delegation inspected the actual mobilization of forces ready to respond to storms at Regiment 244 (Provincial Military Command).
