Head of the National Civil Defense Steering Committee directs response to floods, landslides, and flash floods

On the evening of September 28, the Head of the National Civil Defense Steering Committee issued Official Dispatch No. 06/CD-BCĐ-BNNMT to the People's Committees of the Northern provinces and cities and coastal provinces and cities from Thanh Hoa to Quang Ngai; the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Foreign Affairs, Science and Technology, Health, Education and Training, Culture, Sports and Tourism; Vietnam News Agency, Vietnam Television, Voice of Vietnam on proactively responding to floods, landslides, and flash floods.

Accordingly, storm No. 10 is currently about 190km southeast of Northern Quang Tri, with the strongest wind near the storm center at level 12, gusting to level 15. This is a very fast-moving storm, with very strong storm intensity and a wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding. It is forecasted that from September 28 to September 30, the Northern region and from Thanh Hoa to Quang Ngai will have heavy to very heavy rain (Thanh Hoa to Northern Quang Tri commonly 200-400mm, locally over 600mm; Northern region commonly 100-300mm, locally over 500mm; from Southern Quang Tri to Quang Ngai commonly 100-200mm, locally over 300mm). Heavy rain is likely to cause flooding, floods, flash floods and landslides.

Implementing the direction of the Secretariat in Official Dispatch No. 17940-CV-VPTW dated September 28, 2025, Official Dispatch No. 174/CD-TTg dated September 27, 2025 of the Prime Minister on focusing on responding to storm No. 10 and floods, landslides, flash floods, the National Civil Defense Steering Committee requests ministries, branches and People's Committees of provinces and cities in the Northern region and coastal provinces and cities from Thanh Hoa to Quang Ngai to closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people to proactively prevent.

Provinces and cities deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of floods, flash floods, and landslides. Organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; organize remote traffic diversion, restricting people from going out during storms and heavy rains; be ready to deploy forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rains occur.

Provinces and cities organize the evacuation of households in dangerous areas, especially coastal areas, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for people; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations, especially for areas at risk of being isolated, areas that have suffered heavy damage due to natural disasters in the past. At the same time, proactively arrange forces to guard and patrol to ensure security and order at evacuation sites, not allowing people to return without ensuring safety.

Localities assigned leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated by floods, landslides, and flash floods; reviewed and implemented backup plans for power supply and telecommunications signals, ensuring smooth communication from villages and hamlets to all levels, without information interruption.

Ministries and branches, according to their functions, state management tasks and assigned duties, proactively direct and coordinate with localities to respond to storms and floods, and the risk of flash floods and landslides.

Vietnam News Agency, Vietnam Television, Voice of Vietnam, the coastal information station system and mass media agencies from central to local levels should increase information on developments of storms, floods, risks of flash floods and landslides to authorities at all levels, especially commune levels, and people to proactively prevent and respond.

The Head of the National Civil Defense Steering Committee assigned the central and local hydrometeorological forecasting agencies to closely monitor the developments of storms, floods, the risk of flash floods and landslides and provide full, accurate and timely forecast information to the authorities to serve the direction and response work according to regulations.

The above units organize serious duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
