Mr. Cao Thanh Hai - Deputy Head of the Provincial Party Committee's Organizing Committee said that in the first 9 months of the year, the Provincial Party Committee's Organizing Committee advised on the completion of 16/23 key tasks assigned by the Provincial Party Committee and the Provincial Party Committee's Standing Committee. At the same time, it advised on the issuance of directives, plans and draft guidelines for organizing party congresses at all levels towards the 14th National Party Congress and the 23rd Provincial Party Congress (term 2025 - 2030).

Regarding the work of organizing the apparatus and staffing associated with job positions, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee's Standing Committee to agree on a plan to arrange 2 district-level administrative units and 16 commune-level administrative units for the period 2023 - 2025; agree on the name and location of the new administrative unit's headquarters and the Project to arrange cadres, civil servants, public employees and workers when implementing the merger.

Regarding personnel work, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee's Standing Committee to consolidate and complete vacant positions such as the positions of Provincial Party Committee Secretary, Deputy Provincial Party Committee Secretary, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee, 2 Vice Chairmen of the Provincial People's Committee, Head of the Provincial Steering Committee for Anti-Corruption and Negativity; submitted to competent authorities to dismiss, remove from office, discipline, remove from office, temporarily suspend from office... 21 cases.

The training and development of cadres is carried out in accordance with the cadre management hierarchy. In the past 9 months, 115 cadres were sent for advanced political theory training; 4 intermediate political theory classes were jointly opened; 76 comrades were sent to participate in short-term training courses at home and abroad; 82 cadres were sent on business trips abroad...

The whole province has 384/384 grassroots party committees, 734/734 grassroots party cells, and 3,356/3,356 party cells directly under the grassroots party committees that have implemented the "4 good party cells" model.

As of September 15, the whole province admitted 1,595/1,900 new party members, reaching 83.95% of the resolution's target.

The conference acknowledged the limitations and shortcomings in the Party building organization in the first 9 months of the year and deployed key tasks for the last 3 months of the year. At the same time, it focused on discussing and answering proposals and recommendations from localities and units related to the organization, staffing and job positions; personnel work; and policies on training and fostering cadres.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Dung highly appreciated the efforts of the Provincial Party Committee's Organizing Committee in advising on key and urgent tasks assigned by the Provincial Party Committee, the Provincial Party Committee's Standing Committee, and the Central Organizing Committee, ensuring quality, time, and progress.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Dung requested that cadres and civil servants of the Party building organization sector in the coming time continue to advise Party committees in the leadership, direction and implementation of preparations for organizing Party congresses at all levels. Urgently advise on the arrangement of administrative units at district and commune levels for the period 2023 - 2025; advise on the implementation of stages in personnel work to ensure strictness, impartiality, objectivity and democracy.

In addition, the staff should do a good job of consolidating the Party organization and developing Party members to meet and exceed assigned targets. At the same time, review, screen and remove unqualified Party members from the Party according to Directive No. 28 dated January 21, 2019 of the Secretariat.
