Quang Ngai removes obstacles to 460 billion project

The project to upgrade and expand the storm shelter area combined with Tinh Hoa fishing port with a total investment capital of 460 billion VND is still "at a standstill" because the locality has not yet issued land prices to compensate for site clearance for the project.

The project to upgrade and expand the storm shelter area combined with Tinh Hoa fishing port has been implemented since 2023, but up to now, the project implementation site has encountered many obstacles that need to be resolved.

The project to upgrade and expand the storm shelter area combined with Tinh Hoa fishing port has an area of ​​about 42 hectares, with a total investment of 460 billion VND, of which the central budget is 400 billion VND and the provincial budget is 60 billion VND.

The project will be implemented from 2023 to 2026. The important objective of the project is to form a fisheries logistics service center and a regional storm shelter area; enhance the capacity of fishing ports, improve infrastructure and services at the port, and create momentum for the development of the local marine economy .

Currently, the project has not been implemented due to problems with compensation and site clearance related to determining the natural elevation of aquaculture ponds and specific land prices to calculate compensation and support.

According to the Department of Agriculture and Rural Development of Quang Ngai province, for the first compensation and support plan, there are still 13 households that have not received compensation. For the second and remaining compensation and support plans, the survey and counting work has been completed for 150 plots of land, with 29.66 hectares of 113 households and 1 organization.

Up to now, the related procedures have been basically completed such as: confirming the origin, time of land use, land type, but there is still no consensus on how to determine the natural elevation of aquaculture ponds. Quang Ngai City People's Committee has not issued specific land prices to calculate compensation and support.

Regarding this issue, Mr. Tran Phuoc Hien, Vice Chairman of the People's Committee of Quang Ngai province, assigned the Department of Agriculture and Rural Development of the province to review and urgently develop a specific and detailed construction plan suitable to the actual situation, complete the project according to the schedule approved by the Ministry of Agriculture and Rural Development, and ensure 100% disbursement of the 2024 capital plan before December 31, 2024.

At the same time, preside over and coordinate with the People's Committee of Quang Ngai city and relevant agencies and units to urgently complete the determination of current elevation before digging and filling aquaculture ponds; to be completed no later than July 31, 2024.

Regarding the People's Committee of Quang Ngai City, the Vice Chairman of the Provincial People's Committee requested to urgently issue specific land prices as a basis for compensation for the project; actively support the Department of Agriculture and Rural Development to determine the current elevation before digging and building aquaculture ponds; complete in August 2024 and complete the approval of the compensation and site clearance plan for the project in September 2024.
