Quang Ngai: Arbitrarily leveling land, encroaching on streams causing flooding on National Highway 24

In Kon Braih commune (Quang Ngai), a household arbitrarily filled in land and encroached on the streambed, changing the flow and causing local flooding of National Highway 24 every time it rains heavily.

On August 27, Mr. Le Quang Chinh, Chairman of the People's Committee of Kon Braih Commune, Quang Ngai Province, said that the commune had drawn up a record and requested Mr. Tran Van Quoc's household (Dak Po Kong village, Kon Braih commune) to restore the old flow of the stream after encroachment.

Previously, the people of Dak Po Kong village reported that Mr. Tran Van Quoc arbitrarily leveled the ground, changed the flow, flooded the national highway, and affected traffic. After receiving the information, the commune sent a functional team to coordinate with the village to inspect and make a record.

Through inspection, the authorities determined that Mr. Tran Van Quoc had arbitrarily leveled and raised the land plot No. 543, map sheet No. 26, encroaching on about 105 square meters of the streambed. This action changed the flow, affected the surrounding environment and public infrastructure, and caused localized flooding of a section of National Highway 24 passing through the area in front of Mr. Quoc's land plot when it rained.

Mr. Dieu Ngoc Bien, Head of Dak Po Kong village, said that the encroachment on the stream bed was discovered in June 2025. Since the encroachment, every time it rains heavily, the water cannot drain quickly and overflows onto National Highway 24, flooding the road. This road has been heavily flooded at least twice, making it impossible for cars and motorbikes to travel.
