Quang Ninh proactively prevents and combats natural disasters, aiming for sustainable development

In the context of increasingly complex and unpredictable climate change, natural disaster prevention and control has been identified by Quang Ninh province as a key, regular and long-term task.

As a coastal province, Quang Ninh often faces various types of natural disasters such as storms, whirlwinds, heavy rains, landslides, flash floods... causing serious damage to people and property. In response to this reality, the province has thoroughly grasped the viewpoint that "natural disasters are enemies", disaster prevention and control (PCTT) is the task of the entire political system, the entire people and the entire society.

In Dam Ha commune, one of the localities directly affected by natural disasters, disaster prevention and control work has been vigorously deployed from the grassroots level. The commune currently has 39 villages and residential areas, formed on the basis of merging 5 administrative units. Of which, Xom Giao village, which borders the sea, has 297 households, mainly engaged in agriculture, forestry and fishery. This is identified as an area that pays special attention to disaster prevention and control work.

Mr. Nguyen Van Tram, Party Cell Secretary, Head of Xom Giao Village said: When there are storms and floods, we hold a meeting of the village executive board to deploy specific plans, call on boats to take shelter from the storm, check households living in dangerous areas to evacuate promptly; arrange forces to trim trees to prevent them from falling, and at the same time check and not let any aquaculture households stay at sea during dangerous times. The Party Committee and government of Xom Giao Village maintain a communication system with the Commune Steering Committee for Disaster Prevention and Control and households to ensure smooth communication to proactively respond when an incident occurs.

Aiming at the goal of sustainable development, the 1st Congress of the Party Committee of Dam Ha commune, term 2025 - 2030, proposed specific solutions to proactively adapt to climate change and enhance the ability to prevent natural disasters. In particular, the commune focuses on consolidating the system of dykes, reservoirs, seasonal dams, storm shelters; investing in upgrading drainage infrastructure, dredging channels in areas such as: Dong Bi, Phuc Tien, Dam Buon, Xom Giao...

Dam Ha commune integrates disaster response goals into its socio -economic development planning, especially in the fields of aquaculture and sustainable ecotourism. In addition, the commune has also developed a plan to install environmental monitoring stations in aquaculture areas, helping to provide early warning of disease outbreaks and water pollution.

In Ba Che district, a mountainous area with fragmented terrain, frequent flash floods and landslides, disaster prevention and control work is also seriously implemented, especially during the rainy and stormy season. In response to storm No. 3 (Wipha) in July 2025, Ba Che commune mobilized the entire political system to participate, establishing 38 village-level Disaster Prevention and Control and Search and Rescue Command Committees including 200 officers, militia, medical , and self-defense forces... with full rescue equipment such as excavators, trucks, boats, and life buoys. The commune has developed an evacuation plan for 204 households at high risk of flooding, landslides, and roof loss; at the same time, it has reserved 37.5 tons of rice, more than 2,000 boxes of instant noodles, dry food, hundreds of thousands of liters of gasoline and necessary medicines and environmental sanitation chemicals.

At the 1st Party Congress of Ba Che commune, term 2025-2030, the locality identified the key task as building synchronous infrastructure, effectively responding to climate change, ensuring no human casualties and minimizing property damage.

The natural disaster monitoring system in Quang Ninh, managed by the Quang Ninh Irrigation Sub-Department, is monitoring the movement of the tropical depression entering the Quang Ninh sea area in August 2025.

Throughout the province, the work of PCTT is always directed resolutely. Quang Ninh province maintains serious duty, strengthens the PCTT & TKCN Command Committee at all levels, improves on-site command and management capacity, applies information technology, builds a database to serve management, organizes periodic training and drills for the commune-level shock force.

The province also continues to review and supplement mechanisms and legal policies on natural disaster prevention and control, ensuring the safety of dykes, reservoirs, and key projects; investing in modern equipment, improving the ability to respond quickly to all situations; at the same time, stepping up propaganda, raising public awareness, promoting the role of people in preventing and overcoming the consequences of natural disasters.

These efforts have been contributing to realizing the goal of building Quang Ninh into a comprehensively developed, modern, civilized province, striving to become a centrally-run city before 2030, as set out in the draft resolution of the 16th Provincial Party Congress, term 2025-2030. This is a clear demonstration of the spirit of "Discipline - Unity" being promoted in the new period, bringing Quang Ninh confidently and firmly into a new era of development, an era of national growth.
