Provincial People's Committee: Comments on the draft project to improve the safety of the dike system

Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, gave a speech at the meeting.

Quang Ninh currently has over 341 km of dykes, including level III, IV, V dykes along with a system of culverts, embankments and auxiliary works. Some dyke routes have been upgraded, but the system still has many weak and degraded locations that need to be promptly repaired and improved in disaster prevention. Therefore, the draft project aims to build new, repair and upgrade the dyke system to ensure safety against floods and storms, taking into account climate change scenarios; determine the location and scale of dykes to ensure the requirements of protecting people's lives, developing the economy in the region, and combining multiple objectives. At the same time, the dyke system is invested to ensure compliance with the socio-economic development plan and specialized plans. On that basis, the draft project has analyzed and evaluated the overall dyke system in the province, proposing solutions to improve safety to adapt to climate change.

Participating in the draft project, departments, branches and localities contributed a number of contents related to the solidification of dike surfaces, reviewing the route, removing dike routes, decentralizing management, maintenance, etc.

Speaking at the meeting, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, requested the Department of Agriculture and Environment to review the current status of all dikes; implementation functions, develop criteria to assess the level of protection; review and eliminate dikes that no longer function or after implementing the planning; evaluate each dike level on each route, area, and locality; advise on decentralization of management, maintenance, and repair. At the same time, urgently complete the draft project to submit to the Provincial People's Committee before October 15, ensuring full acceptance of local comments.

He suggested that the Department of Finance advise on decentralizing investment spending tasks to upgrade dike routes to ensure proactiveness; build a priority investment list for dike routes that have had incidents, key protection areas, residential protection areas, industrial parks, and economic zones; modernize dike routes, ensuring synchronization for development.
