I am an English teacher at a secondary school, I joined the staff in September 1997. In 2017, I decided to transfer from secondary school to primary school, still teaching English. I got my primary school teacher certificate in 2021.
Currently, I am still receiving the old grade II salary of the junior high school level, current salary level is level 9, coefficient 4.98 (old grade II of junior high school level, code V.07.04.11), not yet transferred to the new primary school level.
May I ask, can I be transferred from a Grade II junior high school teacher to a new Grade II primary school teacher? Do I have the same benefits as other teachers when teaching at the primary level? (thuhien***@gmail.com)

In case a teacher has not been appointed to a professional title appropriate to the level of education he/she is teaching or changes his/her job position and the current professional title does not match the requirements of the new job position, the head of the public service unit shall request the competent authority to decide on the transfer of professional title according to the provisions of Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants and ensuring the principles prescribed in Clause 5, Article 5 of Circular No. 08/2023/TT-BGDDT. In particular, it is necessary to pay attention to the following principles:
Appointment to a professional title rank corresponding to the current professional title rank when meeting the standards of the appointed professional title rank and transferring to a salary coefficient equal to or closest higher than the transferred rank according to the instructions in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading ranks, transferring ranks, changing types of civil servants and public employees and according to current regulations of law;
When transferring a professional title, it is not allowed to combine promotion with salary increase; When transferring a professional title, the employee is not required to have a training certificate according to the professional title standards of the transferred job position.
Based on the above regulations, you need to provide supporting documents to the school principal so that the principal can request the competent authority to decide on the transfer of professional title from junior high school teacher grade II to primary school teacher grade II to ensure compliance with regulations and ensure your rights.
