The Office of the Ho Chi Minh City Party Committee has just issued a document conveying the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on the operation of the political system in communes, wards and special economic zones in the area.

The Standing Committee of the Ho Chi Minh City Party Committee highly appreciated the efforts of the Party committees and authorities of 168 wards, communes and special zones in the city in focusing on implementing the operation of the two-level local government apparatus from July 1 to present. At the same time, it has monitored and synthesized information on the activities of agencies and units so that the City leaders can grasp the difficulties and problems and promptly direct the removal and resolution in order to operate the two-level local government apparatus smoothly, without interruption, and serve the people and businesses well.

However, the Standing Committee of the Ho Chi Minh City Party Committee assessed that after the first week of operation, a number of difficulties and problems have arisen that need to be focused on and resolved. Among them, operating costs of wards, communes, and special zones; equipment not meeting requirements; office buildings; information connections not ensuring smooth operation... need to be focused on and resolved promptly to operate the 2-level local government apparatus smoothly.

In the current context, many things are being organized and implemented without precedent. The Standing Committee of the City Party Committee requires that the implementation process must ensure compliance with the regulations of the Politburo , the Secretariat, the Standing Committee of the City Party Committee, the Party's consistent direction, ensure principles, comply with legal regulations and be extremely careful.

Issues that have been unanimously approved by the Standing Committee of the City Party Committee, if there are any changes to suit the reality, must be reported immediately to follow the correct procedures and regulations and must be agreed upon by the leadership. Issues that have been implemented but are related to principles must be focused on and resolved immediately.

Assign tasks according to the "6 clear" principle

In order to continue to organize and operate the local government at two levels smoothly, ensuring good service to the people and businesses, the Standing Committee of the City Party Committee requires the need to unify the establishment of Working Groups led by Deputy Secretaries of the City Party Committee and with the participation of the City's functional departments and branches; assign tasks according to the "6 clear" motto (clear people, clear work, clear time, clear responsibility, clear products, clear authority); focus on reviewing and compiling statistics on tasks and assigning Groups to handle the work. Note that issues related to current facilities, equipment, and headquarters that do not meet requirements need to be reviewed and resolved immediately to ensure working conditions.

Along with that, urgently develop a plan to organize training to improve the qualifications and skills of the staff and civil servants. It is necessary to review the planned content, classify the content groups to organize implementation in accordance with current practice. Agencies and units must immediately review the operation of the operational management system, have technical solutions to ensure two-way information connection from the City to the base to ensure smooth implementation of urgent tasks in the most effective way. Along with that, promptly grasp information, process, remind, and correct in each field, do not miss work, do not let small mistakes lead to bigger mistakes and eventually violations.

The Standing Committee of the City Party Committee assigned the Office of the City Party Committee to urgently advise on adjusting the working regulations of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee; and clearly assign tasks to each comrade in the Standing Committee of the City Party Committee.

The Party Committee of the Ho Chi Minh City People's Committee was assigned to lead the City People's Committee to direct the Department of Finance to preside over and coordinate with the State Treasury of Region II and relevant units to quickly guide the procedures for registering budget relationship codes, opening payment accounts and arranging funds for salary payments for officials, civil servants, employees and other necessary expenses that cannot be delayed to serve the operations of units, especially newly established units in communes, wards and special zones, ensuring that by July 15, 2025, the units must receive funds. Agree with the proposed report of the Ho Chi Minh City People's Committee on using resettlement areas to arrange public housing, ensuring compliance with regulations and avoiding waste.

Regarding the Ho Chi Minh City Public Administration Service Center, the Standing Committee of the City Party Committee requested to focus on conditions to put it into operation immediately, ensuring the most effective service activities; have a plan to use diverse human resources (existing civil servants, non-professional staff and contract employees), can mobilize more youth volunteers to participate in serving operations in the first phase; implement salary and support policies according to regulations.
