Explaining the withdrawal of the regulation on professional certificates from the draft Law on Teachers to be submitted to the National Assembly, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training), representative of the drafting committee, said: "Because this is a new content, it is necessary to be cautious, so the drafting committee did not include it in the draft law at this time and will continue to research and organize a pilot. It is possible that this content will be brought back in the cycle of amending and supplementing the law."
In the draft first published in May 2024, regulations on teacher practice certificates are stipulated in Articles 15, 16 and 17. Accordingly, teacher practice certificates are valid nationwide and in other countries under international cooperation programs with Vietnam. Teacher practice certificates are granted to qualified teachers who are teaching and educating in public, private and non-public educational institutions; foreign teachers who meet the prescribed conditions and are in need.
The practice certificate for teachers will be revoked in the following cases: the teacher has an assessment result of not completing the task for 2 consecutive years; the teacher violates discipline in the form of forced resignation or dismissal; the application for a practice certificate is not in accordance with regulations.
This regulation has met with strong reactions from both teachers and public opinion. Many opinions say that this will be a form of "sub-license" that will soon cause problems with the current "ask - give" mechanism, creating more difficulties for teachers.
The unreasonable thing is that students who graduate from pedagogical colleges (kindergarten) or pedagogical universities (general education)... with a bachelor's degree in pedagogy are still not qualified to practice as teachers? So why not let pedagogical schools complete the "certificate of practice exam" to complete the teacher training process?
At that time, answering these questions from Thanh Nien reporters, Director Vu Minh Duc said that to become a teacher, three factors are needed. First, professional knowledge of the subjects you will teach. Second, pedagogical skills, understanding teaching methods, the psychology of learners and pedagogical skills. Third, teaching skills - this factor is very important. There are people who have professional degrees and pedagogical certificates but do not have teaching skills.
According to Mr. Duc, there are two sources to become teachers: first, students who graduate from teacher training schools. Second, those who graduate from other schools who have the required training level and have a pedagogical certificate are recruited as teachers. All of the above subjects must do an internship for 1 year, then be evaluated, and if they complete the internship, they will be recruited by the agency.
According to Mr. Duc, both those who have graduated from pedagogy and those who have not graduated from pedagogy, before practicing a profession, need to have a training process, tentatively called vocational training. For vocational training content, the structure of the vocational training module will have modules that have been taught in universities.
If the graduates of the pedagogical schools participate in the vocational training course, the contents that have been trained in the program at the pedagogical schools will not have to be studied and the vocational training time will be shortened so that they can be granted a practice certificate soon. Thus, there is a distinction between graduates of pedagogical schools and non-graduates of pedagogical schools in the process of granting a practice certificate.
Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, emphasized: "The practice certificate is not to strengthen teacher management, increase pressure on teachers regarding degrees and certificates, but to develop teachers. A teacher has many certificates according to the needs and capacity of that teacher. For example, a qualified teacher may not only have a certificate to teach at preschool level but can also teach at higher levels and vice versa. While we are streamlining the team of civil servants and public employees, one person can do many things if they are capable and meet the requirements."
Contents that do not receive high consensus will be removed from the draft law.
It is expected that the draft Law on Teachers will be submitted to the National Assembly for its first comments at the upcoming 8th session. The Ministry of Education and Training said that it will continue to synthesize opinions, carefully review, and assess the impact of regulations to ensure feasibility, ensure correlation with other professions and the country's socio -economic conditions to edit the draft law before submitting it to the National Assembly in accordance with the direction of the Government and the National Assembly: issues that are mature, clear, and highly unanimous will be included in the law; remove contents that have not been thoroughly assessed for impact or issues that have not reached high consensus from the draft law.
