Proactively develop traffic plans and options

In the radio program " Hai Phong Morning Cafe" of Hai Phong Newspaper and Radio and Television on the morning of September 24, Lieutenant Colonel Tran Anh Ngoc, Head of the Traffic Police Department of Hai Phong City Police shared that with the goal of absolutely ensuring traffic order and safety during the City Party Congress, the Traffic Police Department proactively advised the Director of the City Police to issue 2 plans to direct the Police of local units in ensuring traffic order and safety, traffic circulation and parking arrangement of vehicles at the City Convention - Performance Center.

The unit also developed 2 plans and 4 options to direct teams and stations to implement. In addition to the main programs of the Congress, the Traffic Police Department also proactively developed plans to ensure traffic order and safety for side events of the Congress, and cultural and artistic events to welcome the Congress.

According to Lieutenant Colonel Tran Anh Ngoc, in the days before the Congress, the Traffic Police Department mobilized 100% of its officers and soldiers, synchronously deployed professional measures, proactively organized to grasp the situation, and surveyed traffic routes regarding traffic volume and density. The Department coordinated with professional departments, commune and ward police to develop a comprehensive plan to ensure traffic order and safety to serve the City Party Congress.

The city's traffic police force has identified its main task as ensuring absolute safety for Party and State leaders attending and directing the Congress; invited delegates from the Central Government, ministries, branches, localities and delegates attending the Congress as well as press agencies working and reporting on the Congress.

Along with that, organize plans to lead the delegation to ensure absolute safety during the move; avoid congestion and ensure traffic guidance and flow for people to move smoothly, not affecting the normal activities of people and businesses. Especially try to avoid traffic accidents related to the Congress's activities.

Mobilize officers and soldiers to focus on performing tasks

Along with maintaining the arrangement of forces at rush hour every day in the city to prevent and resolve traffic congestion, during the 2 days of the Congress, the traffic police force and the commune-level police mobilized over 300 officers and soldiers, arranged at more than 140 checkpoints to regulate, guide, and ensure traffic order and safety on the routes of delegates from the Hanoi - Hai Phong expressway intersection to the locations where delegates gathered; the route from the hotels where delegates stayed to the Congress venue, the route to the locations of events on the sidelines of the Congress to create the most favorable conditions for delegates to move during the Congress, ensure the schedule and serve the events on the sidelines of the Congress, and ensure the normal traffic of the people.

In addition, the Traffic Police Department develops plans and deploys forces at gateways, remotely directing traffic to prevent local congestion. The spirit is to focus on regulating and guiding traffic flow, only stopping vehicles to fine on the spot in necessary cases, and organizing recording and using the surveillance camera system to impose fines offline.

At the Congress venue, PC08 Department arranged 18 checkpoints around the City Convention and Performance Center to regulate, guide, and direct traffic, ensuring traffic order and safety, along with arranging comrades to arrange vehicles at 3 locations (Tran Kien Street, Bac Nam Street, inside the Conference Center lobby).

The unit also arranged mobile patrol teams to prevent vehicles from parking on the delegates' travel route and on prohibited routes. Organize traffic flow for vehicles carrying delegates to move into one street and out another to avoid conflicts and congestion; create the most favorable conditions for delegates to attend the Congress.

On the Cam River, the area below Hoang Van Thu Bridge and Binh Bridge, the unit arranged 1 ship and 1 boat of the waterway traffic police force, set up checkpoints and patrolled, controlled, regulated and guided boats to move safely and was ready to handle situations and incidents on the river.

Ready to respond to storms

Lieutenant Colonel Tran Anh Ngoc added that the Traffic Police Department of the City Police also proactively developed plans to anticipate complex situations regarding traffic safety and order that may occur. Accordingly, implementing plans to ensure security and order under the direction of the Director of the City Police, the Traffic Police Department assumed 18 situations that would cause disruption of security and order and proactively developed plans to coordinate with the city police forces to resolve them, avoiding being caught off guard.

In addition, in the plans and strategies to ensure traffic order and safety, the unit sets out situations to proactively handle. In particular, to promptly and proactively respond to storms during the Congress, the Traffic Police Department proactively develops response plans, reviews 18 frequently flooded areas, key routes to proactively plan traffic diversion, traffic regulation and change the delegates' travel schedule.

In case of storms causing flooding on some roads, fallen trees, or power poles blocking the road, there will be a plan to quickly cut and clear the road or arrange a backup route to avoid the flooded route, ensuring that the activities and movement of delegates and guests attending the Congress are not affected.
