The Law on Road Traffic Order and Safety takes effect from January 1, 2025. The law has 1 article with 6 provisions on ensuring road traffic order and safety for cars carrying preschool children and students. In particular, the law provides regulations to avoid the situation of forgetting children and students in cars because in reality there have been heartbreaking incidents that have caused social outrage such as in the past.
Mr. Xuan Dac, a principal in Ho Chi Minh City, agreed with the regulations issued by the law. Mr. Dac said that measures to ensure the safety of students when traveling by school bus have been planned by the school and are expected to be applied in the near future.
"Each student using the school bus will be given a chip-embedded card, which includes basic information about the student. When boarding the bus, the student will swipe the card to confirm that they have boarded the bus and when they get to school, they will swipe the card again to confirm that they have arrived at school. Thus, parents can rest assured that their children have arrived at school safely," said Mr. Dac.
According to Mr. Dac, the school bus service has been in place for many years now, with about 80 students registering to use the bus last school year. The school operates the bus service through a contract with the cooperative.
"There are regulations in the law that shuttle buses currently do not meet, such as paint color, warning devices, etc. When applied initially, there will probably be some difficulties. But in my opinion, the bus companies will comply well. The school will work with the cooperative to request them to change and meet the requirements of the law. If they do not meet the requirements, the school will terminate the contract and find another partner," Mr. Dac affirmed.
Sharing more about this issue, Mr. Dac said that the person in charge of this job is still the most important thing, deciding whether an incident will happen or not. Every year, the school regularly organizes activities for students to help them raise their awareness when participating in traffic and have knowledge to protect themselves. At the same time, drivers are regularly reminded to always check the number of students when picking up and dropping off students.
Recently, the Department of Education and Training of Ho Chi Minh City recommended that commercial vehicles transporting preschool children and students must have devices to record images of children and be equipped with devices that can warn and prevent children from being left in the vehicle.
Units that organize cars to pick up and drop off students and buses to pick up and drop off students with city subsidies are required to regularly review safety assurance and absolutely not coordinate with businesses that have unsafe vehicles to transport and pick up students at the unit...
At the same time, from the 2024-2025 school year, Ho Chi Minh City aims for 100% of educational institutions to build traffic safety education content integrated into subjects in the official curriculum to raise traffic awareness for students.
