People in Western Nghe An are rushing to escape the flood.

On the second day after storm No. 10 Bualoi (September 30), the highland communes of Nghe An continued to experience heavy rain, floodwaters in rivers rose rapidly, and streams flowed strongly, causing widespread flooding. People in the communes of Muong Xen, Nhon Mai, My Ly, Luong Minh, Yen Hoa, Tam Thai, etc. were rushing to flee the flood.

As of 8 a.m. on September 30, Nhon Mai border commune was still experiencing heavy rain. Mr. Le Hong Thai - Chairman of the Commune People's Committee said that the rain caused by Storm No. 10 Bualoi caused many roads to be flooded, eroded and cut off. The road from Huoi To 2, Na Kha, Na Hy to Huoi Man was flooded; National Highway 16 had many landslides, isolating 15/21 villages such as Huoi To 2, Na Kha, Pieng Coc, Na Hang, Pha Khao, Huoi Man, Pha Mut, Huoi Co, Pieng Luong, Phia Oi, Xa Mat, Tan Mai, Na Hy, Na Lot, and Co Ha.

Before storm No. 10, Luong Minh commune proactively deployed response plans, maintained 24/7 on-duty, closely monitored the development of rain and floods, and regularly warned of landslide and flash flood risk areas such as Pieng Coc, Pha Khao, Huoi Co, Xoi Voi, Pha Mut and villages along streams and houses near the slopes. On-site forces fully prepared human resources, vehicles, food, drinking water, life jackets, flashlights, ropes, etc. to respond quickly.

On the morning of September 30, the entire commune was temporarily isolated; the Xop Mat - Cham Puong road had landslides in many locations in Dua village, causing traffic jams in 4 inner villages; provincial road 543B also had landslides at Km29+900, Km33+810 and the Tran Cha Luom bridge had high water levels, vehicles could not pass.

Previously, the forces of Luong Minh commune had evacuated households to a safe gathering location with a total of 75 households, 339 people belonging to the following villages: Ban La, Xop Mat, Minh Phuong, Ban Dua, Minh Tien, Ca Moong, Xop Chao,... In which, the village that had to be evacuated the most was Ban La with 20 households/80 people and Ban Dua with 15 households/73 people.

In Yen Hoa commune, Vice Chairman of the People's Committee Lo Thanh Binh said that there are currently 18 isolated villages. Storm No. 10 Bualoi also caused 7 houses to collapse completely; 103 houses were flooded and 18 villages and hamlets were completely isolated. In addition, Yen Hoa Secondary School was flooded, water flooded the first floor classrooms, and Yen Thang Kindergarten. In Yen Hoa commune, National Highway 48C was flooded at 3 points (Cooc village, Yen Tan village and Xop Chang bridge - Yen Hop village). Provincial Road 543B Na Pu overflow was deeply flooded, people could not pass through.

DH 11 route, 3 spillway points were flooded at Vang Ong spillway, Xop Coc spillway and Vang Mai spillway, causing Xop Coc and Tat villages to be cut off. Xieng Lip - Xop Kha route has a spillway that is deeply flooded, has many landslides, Xop Kha village is isolated. Yen Tan - Yen Huong route has Yen Huong spillway with rising water, isolating Yen Huong village. Canh Khin village route has Khe Ngau spillway that is flooded, isolating 30 households in Canh Khin village. In My Ly commune, Chairman of the People's Committee Luong Van Bay also said that prolonged heavy rains caused landslides on many roads, and some villages were isolated again. Among them, many villages were isolated for a long time from previous storms such as Cha Nga, Hoa Ly, Yen Hoa, Xang Tren, and Xop Duong.

In Chieu Luu commune, Mr. Nguyen Xuan Truong - Party Secretary said that the road section through Xieng Thu village's overflow bridge continues to be deeply flooded, causing isolation of the inner villages. In addition, on the inter-village roads, working groups are being arranged to be on duty, warn of landslides, regulate traffic and guide people to ensure safety according to the development of rain and floods.
