In the context that there are still more than 3 million subscribers who have not changed their devices, the Ministry of Information and Communications has decided to postpone the 2G shutdown by 1 month. Thus, the 2G shutdown will officially be on October 15.
Specifically, on September 13, the Ministry of Information and Communications issued Circular No. 10 suspending the implementation of some contents of Circulars 03 and 04 - related to the planning of frequency bands used in 2G networks in Vietnam.
It is known that Circulars 03 and 04 were issued in May, which stipulate that from September 16, 2024, the GSM (2G) mobile information system will stop operating, except for providing services in the Truong Sa and Hoang Sa archipelagos and DK platforms.
According to Circular No. 10, the implementation of the above provision will be moved to October 15. After that, users must upgrade their devices from 3G or higher to continue using.
Based on the planning of 900MHz/1800MHz bands, the Ministry of Information and Communications will not re-license the use of 900MHz/1800MHz bands if businesses do not have a plan to ensure that there are no more subscribers using terminal equipment that only supports GSM standards (2G Only) operating on the network from October 16, 2024.
During the period from September 2024 to September 2026, the 2G network system will be maintained but no new subscribers will be added. During these 2 years, the 2G network system will only be used to provide voice services to 3G and 4G subscribers without VoLTE. This is a soft transition, helping mobile subscribers have appropriate transition time, ensuring reasonable system maintenance. This is the premise for there to be no 2G system on the network by 2026.
The push to convert people from 2G to 4G devices has been carried out for many months. According to the Telecommunications Department, in July and August, more than 5 million subscribers converted, currently only 3.4 million subscribers use 2G (as of September 8).
The Ministry of Information and Communications' delay in shutting down 2G waves helps network operators have more time to both devote resources to overcoming the consequences of storm No. 3 and the post-storm flooding situation, and support the conversion of 4G phones for 2G Only subscribers, especially subscribers in remote areas and provinces and cities affected by the storm.
