The above is one of the requirements in the latest document, issued on the afternoon of October 11 by the Department of Education and Training regarding the management and use of phones in schools.
The document clearly states that, through monitoring the reality, reflections from press agencies and public opinion on the use of mobile phones and broadcasting and receiving devices in schools, there are still many problems, shortcomings, and limitations that affect the quality and effectiveness of teaching and learning at educational institutions in the area.
To rectify and overcome this situation, the Hanoi Department of Education and Training requests the Head of the Department of Education and Training, principals and educational institutions to strictly and fully implement the regulations on the use of mobile phones issued by the Ministry of Education and Training on September 15, 2020.

Accordingly, depending on actual conditions, the school's Board of Directors and teachers manage students' phones and receiving and broadcasting devices before the first class (manage by class) and return phones and receiving and broadcasting devices to students after school and class.
In classes that require the use of mobile phones, receiving and broadcasting devices and with the teacher's permission, students are allowed to bring mobile phones and receiving and broadcasting devices into the classroom for use.
The Department of Education and Training requires that units must not allow students to use cell phones in class but not for learning purposes and without teachers' permission.
To implement this regulation, according to the Hanoi Department of Education and Training, families and parents need to work with teachers and schools to manage and remind students to use mobile phones and other recording devices for the right purposes at school.

Speaking with Dan Tri reporter, the leader of Hanoi Department of Education and Training said that this is the core content of the Capital's Education and Training sector to improve the quality of teaching and learning in schools in the area.
The Department requires schools to comply with the regulations of the Ministry of Education and Training in Circular No. 32, dated December 18, 2020, on managing students' proper use of mobile phones and recording devices in the classroom.
According to this regulation, the Ministry of Education and Training allows students to use mobile phones in the classroom to support learning activities as decided by the teacher directly teaching the subject; with specific instructions from the teacher in activities designed in the lesson plan so that not all students are required to have a phone to use and ensuring that the requirements are appropriate to the learning content.
"Teachers must specifically inform students that they are only allowed to use their phones as a device to support their learning activities and what they are not allowed to do when using their phones in class, during class time," Circular 32 of the Ministry stated.
It is known that in the 2024-2025 school year, many countries in the world will strongly "declare war" on students using phones during class such as: Netherlands, Greece, Denmark, Hungary, England...
Previously, China and South Korea also banned students from using cell phones in class.
