Da Nang Department of Science and Technology 'reached the finish line' in administrative procedure reform

DNVN - The Department of Science and Technology (DOST) of Da Nang has completed the 2025 target of implementing Resolution No. 66/NQ-CP of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.

Implementing Resolution 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures (TTHC) related to production and business activities in 2025 and 2026, the Department of Science and Technology of Da Nang has consulted and received approval from the City People's Committee for a plan to reduce and simplify administrative procedures related to production and business activities for 15 TTHC under its management.

Representatives of innovative startup investment funds presented solutions to create output for startup products to the leaders of the People's Committee and the Department of Science and Technology of Da Nang.

Recently, the Chairman of the People's Committee of Da Nang City issued Decision 873/QD-UBND approving the plan to reduce and simplify 19 administrative procedures related to production and business activities under the management of Da Nang City. Of which, the Department of Science and Technology has 15 administrative procedures, accounting for 78.9% of the total number of administrative procedures approved for simplification in 2025; including 1 administrative procedure in the field of telecommunications and Internet, 5 administrative procedures in the field of IT, electronics and 9 administrative procedures in the field of science and technology activities.

Specifically, abolish the administrative procedure of confirming the agreement on the location of the construction of a telecommunications transmitting and receiving station with a non-bulky antenna pole. Shorten the time for evaluating support requests according to Resolution 270/2019/QD-HDND of the People's Council of Da Nang City regulating the policy of supporting IT development in the city from 30 working days (generally called days) to 20 days. Eliminate the regulation of certified copies of "Invoices and documents related to software export activities of the year meeting support conditions".

Reduce the time to process partial support for hiring highly qualified human resources to work at enterprises that are strategic partners in the field of semiconductor microchips (VMBD) and artificial intelligence (AI) in the city from 15 days to 12 days. Remove the regulation "Document recognizing/certifying as a strategic partner in the field of VMBD, AI by competent authorities".

Reduce the time to confirm as a strategic partner in the field of VMBD, AI from 30 to 25 days. Remove the regulations on the components of the Business Registration Certificate, the Memorandum of Understanding with the People's Committee of Da Nang City on cooperation in the field of VNBD, AI. Reduce the time to confirm as a VMBD, AI enterprise from 20 days to 10 days.

Reduce the time to resolve support for information infrastructure assets in the field of VMBD and AI from 20 days to 14 days. Remove the regulation "Document recognizing/certifying as a strategic partner in the field of VMBD and AI by competent authorities". Reduce the time to consider support for research and development activities, technology transfer from 60 days to 48 days. Reduce the time to consider support for standard, measurement, and quality activities from 30 to 18 days.

Reduce from 60 days to 42 days for reviewing applications for support in developing innovative start-up projects at the pre-incubation, incubation, and acceleration stages at intermediary organizations and innovative start-up projects at the business development stage under the previous support method. The time for reviewing applications for support in developing innovative start-up projects at the business development stage under the later support method is also reduced similarly.

Reduce from 30 to 21 days for procedures for evaluating and accepting results of tasks to support the development of innovative startup projects; procedures for confirming innovative startup activities, innovative startup support activities; procedures for supporting funding for leasing science and technology infrastructure assets.

Reduce from 89 days to 64 days for licensing procedures for controlled testing of new technological solutions; reduce from 33 days to 23 days for procedures for extending testing period.

Thus, the Department of Science and Technology of Da Nang has completed the target of implementing Resolution No. 66/NQ-CP in 2025. Specifically, it has proposed to reduce and simplify 15/15 specific administrative procedures related to production and business activities, reaching a rate of 100%; the rate of reduction in costs of administrative procedure compliance reached 30.2%; the rate of reduction in time to handle administrative procedures reached 30%.
