In his commemorative speech, Minister of Science and Technology Nguyen Manh Hung said that throughout its history, the entire sector has demonstrated the spirit of 80 years of pioneering, 80 years of serving the country, and 80 years of accompanying the nation. The sector has sown the seeds of knowledge and the spirit of continuous innovation for future generations.
Science and technology have transformed Vietnam from a country with a lack of food into a country with self-sufficiency in food and a leading rice exporter in the world; mastered technology, built many large projects such as the 500 kV North-South transmission line, self-elevating oil rigs at a depth of 120 m of water, built ships of over 100,000 tons, built cable-stayed bridges, highways, organ transplants and vaccine production; mastered telecommunications network technology, high-tech weapons. Vietnam is currently ranked 44th in the world in the Global Innovation Index (GII).
Regarding post and telecommunications, Vietnam is a pioneer in digitizing telecommunications networks, launching satellites, opening the market, popularizing mobile and internet services to all people, investing in telecommunications abroad; building digital infrastructure, developing the Make in Vietnam digital technology industry. Vietnam has carried out digital transformation of population databases and digital identification of all people through VNeID. Vietnam is in the top 30 in the world in postal services. Social Sciences and Humanities have contributed to perfecting the theory of socialism, promoting cultural values and affirming national sovereignty. In some basic research fields such as Mathematics and Physics, Vietnam has reached regional level and deeply integrated with the world. "The past 80 years have been a proud journey" - the Minister emphasized.
Regarding the tasks ahead, the Minister emphasized: “Today's generation of cadres and employees receives from their predecessors a flame of responsibility and aspiration to light up the road ahead. Today's generation has the mission to continue that journey with great aspiration, innovative thinking and a spirit of service. The goal is not only to master technology but also to create technology, not only to receive knowledge but also to explore new knowledge.”
Unite to carry out historical mission
In his speech, Minister Nguyen Manh Hung mentioned the important merger event: On March 1, 2025, the Ministry of Science and Technology and the Ministry of Information and Communications officially merged to form the Ministry of Science and Technology. The merged Ministry of Science and Technology identified the core task as organizing the successful implementation of Resolution 57 of the Politburo, making science and technology, innovation and digital transformation the top national policy.
“Science and technology, innovation and digital transformation have a historic mission as the central driving force to realize Vietnam's aspiration to become a developed, high-income country,” said Minister Nguyen Manh Hung.
To realize this aspiration, the Ministry of Science and Technology launched the first patriotic emulation movement with major and long-term orientations:
First, develop an economy based on science and technology, innovation and digital data.
Second, build technological autonomy in strategic areas in the spirit of "Make in Vietnam". Failure to master technology will mean failing to maintain national sovereignty.
Third, Vietnam must become the innovation center of the ASEAN region, the continent and the world. Become a startup nation based on digital technology and innovation.
Fourth, build a modern infrastructure of high-quality human resources for the ministry's fields, including science and technology, innovation, post and telecommunications, digital infrastructure of digital technology industry, digital transformation, intellectual property, quality measurement standards and nuclear energy. In particular, pay attention to artificial intelligence infrastructure associated with digital sovereignty and Vietnam's digital economy.
Fifth, science and technology, innovation and digital transformation must focus on solving the country's strategic problems, aiming at the ultimate goal of improving competitiveness, national governance, improving labor productivity, economic growth, ensuring national defense and security and improving the quality of life of the people. It must contribute at least 50% to double-digit GDP growth. The connection between the three parties (State, institutes and enterprises), and the honoring of scientists and entrepreneurs are the keys to directing science and technology to solving practical problems.
Sixth, science - technology, innovation and digital transformation are not just the work of a ministry, not just the career of a sector but the common career of the nation, of the whole people. "True strength only comes when we connect everyone together, go a long way together. One innovator has an idea, 1 million innovators have a whole future" - Minister Nguyen Manh Hung said.
80 years of history have created a glorious tradition. With Resolution 57 as the guiding principle and great aspirations and innovative thinking, the Ministry of Science and Technology will continue to be a pioneer in helping Vietnam rise strongly, realizing the aspiration of a strong and prosperous nation by 2045.
