General Secretary To Lam and Minister of Science and Technology Nguyen Manh Hung attended the ceremony to celebrate the 80th anniversary of the Post and Telecommunications sector and the 66th anniversary of the Science and Technology sector.
On September 29, 2025, in Hanoi, the Ministry of Science and Technology (MOST) solemnly held the 80th anniversary of the Post and Telecommunications sector, the 66th anniversary of the Science and Technology sector and the 1st Patriotic Emulation Congress. General Secretary To Lam attended and delivered a speech at the ceremony.
Also attending the event were former General Secretary Nong Duc Manh, Prime Minister Pham Minh Chinh, leaders and former leaders of the Party, State, ministries, localities, and international guests.
At the ceremony, General Secretary To Lam expressed his joy at attending this great event of special significance. The General Secretary emphasized that after nearly 40 years of renovation, our country has made remarkable progress. From a poor, embargoed country, it has become the fourth largest economy in Southeast Asia, the 32nd in the world, deeply integrated into the global value chain.
In that achievement, the postal and telecommunications industry and science and technology have made very important contributions. The postal and telecommunications industry has been at the forefront of network digitalization, bringing the internet to Vietnam since 1997, opening up a new space for learning, production, business, entertainment and integration. Up to now, the network has widespread coverage, 4G has reached nearly 100% of the population, 5G is being deployed and Vietnam is among the few countries that have successfully designed and manufactured 5G chips. The postal industry is increasingly modern, applying digital technology to become the infrastructure for e-commerce and logistics.
Meanwhile, the science and technology sector has also achieved many outstanding achievements such as: research on high-yield rice varieties, contributing to making Vietnam one of the pillars of global food security. It has mastered vaccine production technology, complex surgery, and successfully performed many complex organ transplants. Vietnam has also been in the group of middle-income countries with the fastest improvement in rankings according to the Global Innovation Index (GII) for many consecutive years.
"Those achievements prove that when the country has the right direction, when the Party's will is in line with the people's will, when Vietnamese intelligence is awakened, we can do things that seem impossible," said General Secretary To Lam.
The General Secretary affirmed that science, technology, innovation and digital transformation are "not only choices but also vital paths" for rapid and sustainable development. This is the "golden key" to realizing the aspiration of a prosperous and strong Vietnam by 2045.

Regarding breakthrough institutions and favorable environment : The Ministry needs to proactively propose to improve the legal system and policy mechanisms to encourage innovation and promote digital transformation. Institutions are not only for management but also to unlock resources, turn Vietnamese intelligence into value-added technology products, issue testing mechanisms with new technologies, and at the same time, boldly empower and protect those who dare to think, dare to do, and dare to take responsibility for the common good.
Regarding core technology, digital infrastructure and spearhead industries : The Ministry must orient and lead the development of strategic spearhead technology fields such as semiconductor technology, artificial intelligence, biotechnology, new materials, and nuclear energy for peaceful purposes. It is necessary to focus on building a modern, synchronous, and safe national digital infrastructure, which is the central nervous system of national governance and the development of the digital economy and digital society.
Regarding resources, human resources and innovation ecosystem : It is necessary to promote the mobilization and effective use of resources for science and technology. In particular, there needs to be a special mechanism to attract and utilize domestic and foreign talents. The General Secretary emphasized: "Enterprises need to truly become the center of the innovation ecosystem, the subject to solve the country's major problems. Institutes and schools are the knowledge foundation of talent and motivation."
Congratulating the Science and Technology sector on being awarded the First Class Labor Medal, Minister Nguyen Manh Hung was awarded the First Class Fatherland Protection Medal on the occasion of the 80th anniversary of the Post and Telecommunications sector and the 66th anniversary of the Science and Technology sector. The General Secretary said that this is an opportunity for the entire sector to strongly launch a patriotic emulation movement, arouse the will and desire for creativity, contributing to realizing the goal of making Vietnam a prosperous and powerful developed country, on par with the world powers.
With the importance of the industry in the new era, General Secretary To Lam dedicated 10 words to the Ministry of Science and Technology: "Autonomy - Intelligence - Technology - Breakthrough - Integration".
